Prohibits any law, ordinance, or rule from imposing an inclusionary zoning requirement on housing offered exclusively for sale in perpetuity to buyers who are residents of the State, are owner-occupants, and do not own any other real property. Requires each county to submit a report on inclusionary zoning requirements to the legislature every year until the regular session of 2026. Takes effect 5/6/2137. (SD2)

Requires real estate investment trusts to notify the department of taxation of its presence within the State and to report the assets and revenues generated annually. Imposes a daily monetary fine for noncompliance.
Requires the department of land and natural resources to use certain reporting and accountability procedures in implementing the public land trust reporting requirements of Act 178, Session Laws of Hawaii 2006. Requires the department of land and natural resources to consult with the office of Hawaiian affairs to ensure that the accounting and reporting is accurate and inclusive.
Authorizes use of funds appropriated from the emergency and budget reserve fund, from the amounts received by the State from the Coronavirus Aid, Relief, and Economic Security Act (CARES) Act, for the purchase and distribution of personal protective equipment, industrial hygiene products, and coronavirus disease 2019 tests to state departments and attached agencies. Authorizes either the State Health Planning and Development Agency or the Department of Health to deploy statewide health planning and resource development programs and resources. Provides that any money in the state health planning and development special fund in excess of $2,000,000 shall lapse to the general fund. Effective 7/1/2050. Department of Health's duty to deploy programs and resources repeals 6/30/2026. (SD2)
Requires government entities to seek reimbursement for all or a portion of search and rescue expenses for persons who require rescue after leaving a hiking trail to enter a prohibited area or hiking on a trail closed to the public. Effective 5/6/2137. (SD2)
Establishes a permanent autonomous transportation task force to be placed in the department of transportation. (SD2)
Authorizes advanced practice registered nurses, in addition to physicians, to practice medical aid in dying in accordance with their scope of practice and prescribing authority. Authorizes psychiatric mental health nurse practitioners, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient. Reduces the mandatory waiting period between oral requests from twenty days to fifteen days. Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period.
Amends provisions concerning fitness to proceed examinations in criminal proceedings to specify circumstances in which qualified advanced practice registered nurses or advanced practice registered nurses with prescriptive authority who hold an accredited national certification in an advanced practice registered nurse psychiatric specialization may participate. Takes effect 7/1/2050. (SD2)
Requires agencies that collect receipts for any disposition of the public land trust shall each fiscal quarter transfer to the department of Hawaiian home lands or the Office of Hawaiian Affairs twenty per cent of each receipt from the disposition. Provides to the department of Hawaiian home lands certain moneys previously claimed as public land trust overpayments to the office of Hawaiian affairs. Establishes a public land trust revenues negotiating committee exempted from part I of chapter 92, Hawaii Revised Statutes. (SD1)
