Requires each board of water supply to send an annual accounting of water credits to the department of Hawaiian home lands. Requires the boards to annually reserve the water credits requested by the department of Hawaiian home lands. Prohibits counties from withholding any water developed by the department of Hawaiian home lands for the board of water supply's own use and allocation in the negotiation of any water development, water credit, or similar agreement. Requires the counties to credit the department of Hawaiian home lands the full amount of credits justified by the water development. Requires each board of water supply to develop water shortage policies that first require reductions in non-public trust uses of water, including the uses on Hawaiian home lands under section 221 of the Hawaiian Homes Commission Act rather than equal percentage reductions in use. Requires each county board of water supply to apply for water licenses of any waters they develop or have in their system emanating from state lands under section 171-58 before July 30, 2022. Adds representation of the interests set forth on section 221 of the Hawaiian homes commission Act onto the county boards of water supply.
Requires the executive director of the office of language access or the department of health to perform the duties of the office of language access. Effective 7/1/2050. (SD2)
Authorizes the Department of Health to implement a program to purchase prescription drugs for the county public employers, self-insured private employers, and health insurance carriers under the purchasing authority of the State.
Requires that claimants seeking to quiet title of kuleana land and original land titles that are land commission awards with a royal patent of confirmation which are based on claims to a right to the land before 1848 shall own more than fifty per cent of the land. Requires that the plaintiff bear the costs associated with resolving quiet title disputes. (SD1)

Repeals the school impact fee exemptions for nonresidential development and housing subject to the transient accommodations tax when seeking development in a designated school impact district requiring county subdivision approval, county building permit, or condominium property regime approval of the project. Allows construction cost component impact fees to be used to improve or renovate existing structures for school use. Repeals the requirement that an expenditure plan for all collected impact fees be incorporated into the department of education's annual budget process. Effective 12/1/2050. (HD1)
Directs the Department of Health to implement a program for wholesale importation of prescription drugs.
Establishes the state payor committee within the department of health to: (1) establish uniform baseline performance metrics and evaluation standards for procurement contracts for services relating to behavioral health, substance abuse, and homelessness services; (2) establish uniform reimbursement rates for such contracts; and (3) review and recommend approval for such contracts. Requires that such contracts be reviewed by the Committee prior to approval, initiation, continuation, or renewal beginning 7/1/21. Requires nongovernmental entities that contract for services relating to behavioral health, substance abuse, or homelessness services to disclose any sources of funding to perform such services.
