Extends for five years certain provisions from Act 19, SLH 2020, and Act 238, SLH 2021, relating to abuse of family or household members, including establishing a petty misdemeanor offense of abuse of family or household members, clarifying penalties for violations, and allowing a deferred acceptance of guilty plea for misdemeanor and petty misdemeanor abuse of family or household members offenses. Effective 6/29/2026.

Requires each hospital to establish a Hospital Registered Nurse Staffing Committee by 9/1/2026. Requires the Staffing Committee to adopt and file a Staffing Committee Charter with the Department of Labor and Industrial Relations by 1/1/2027. Requires the Department to develop a Hospital Registered Nurse Staffing Plan Form by 1/1/2027. Requires each Staffing Committee to adopt and file a Staffing Plan, including minimum registered nurse staffing standards, with the Department by 7/1/2027, and annually thereafter. Requires hospitals to implement their Staffing Plan by 7/1/2027, and post the Staffing Plan and staffing schedules in publicly accessible areas. Requires Staffing Committees to receive, review, evaluate, and respond to reports and complaints regarding deviations from the Staffing Plan. Establishes a variance process allowing hospitals to temporarily deviate from their minimum registered nurse staffing standards. Establishes an enforcement framework to be administered by the Department, including review of Staffing Plans, complaint investigations, administrative appeals, and civil penalties for violations. Prohibits retaliation against certain persons who report staffing concerns or participate in enforcement proceedings. Increases the membership of the Center for Nursing Advisory Board to include three elected officers or governing board members of a labor organization representing registered nurses in the State. Requires the Center for Nursing to develop and maintain an online dashboard of staffing standards recommended by certain professional specialty organizations. Requires the Department to adopt rules. Appropriates funds.
Prohibits persons from interfering with another person's access to or from a health care facility or disrupting the normal functioning of a health care facility. Makes violations a petty misdemeanor. Establishes a private right of action for individuals and health care facilities harmed as a result of interference with a health care facility. Authorizes the Attorney General to bring an action for injunctive or other equitable relief. (SD1)
Renames the State Boxing Commission of Hawaii as the Boxing and Combat Sports Commission of Hawaii. Amends the jurisdiction of the Commission to include combat sports contests. Prohibits no rules combat or similar combat sports contests. Repeals the existing Mixed Martial Arts Contests Program. Appropriates funds. Effective 7/1/2050. (SD1)
Requires a Governor, Lieutenant Governor, member of the Legislature, department heads and their deputies, and any spouse or dependent child of a Governor, Lieutenant Governor, member of the Legislature, or department head and their deputies to place certain financial interests in a blind trust. Prohibits a Governor, Lieutenant Governor, member of the Legislature, department head and their deputies, and any spouse or dependent child of a Governor, Lieutenant Governor, member of the Legislature, or department head and their deputies from acquiring certain financial interests during their term of service. Requires the Public Utilities Commission to establish a streamlined grid-ready homes interconnection process. Authorizes the use of the Hawaii electricity reliability surcharge for cost recovery of certain expenses of the Hawaii Electricity Reliability Administrator associated with the grid-ready homes interconnection process. Requires a report to the PUC on the grid-ready homes interconnection process. Effective 7/1/2050. (SD1)
Requires health care providers using artificial intelligence (AI) in patient interactions to disclose to the patient that the patient is interacting with artificial intelligence. Requires health care providers using AI in making consequential decisions relating to the patient to provide certain notice and statements to the patient; maintain a qualified AI oversight personnel who shall be a natural person that reviews, evaluates, and validates or overrides AI outputs; monitor and conduct regular performance evaluations of their AI systems; implement procedures to address identified deficiencies; and maintain certain records. Requires the Department of Health to adopt rules. Implementation effective 7/1/2028. Effective 1/30/2050. (SD1)
Establishes a tax credit for sustainable aviation fuel distribution in Hawaii to reduce greenhouse gas emissions. Provides $1 per gallon, increasing by 2 cents per additional 1 per cent emissions reduction, up to $2 per gallon. Caps total credits at $20,000,000 annually, with carryover provisions. Requires reporting to ensure transparency and compliance. Applies to taxable years after December 31, 2025, and sunsets on December 31, 2035.
Appropriates funds to the Alcohol and Drug Abuse Division of the Department of Health to contract with community-based organizations for a behavioral health complex patient model. Requires a report to the Legislature. (SD1)
Appropriates funds for Department of Hawaiian Home Lands projects eligible for general fund revenues that are generated by increases in transient accommodations tax collections and intended to be expended equally across projects related to natural resources, climate resilience, and destination management.
