RELATING TO PRISONS.

Establishes a working group within the department of public safety to study the feasibility of a pilot program to reduce recidivism, focusing on providing inmates with vocational training, in addition to business, entrepreneurial, and financial literacy education. RELATING TO CAMPUS SAFETY.

Strengthens campus safety and accountability procedures and protocols, including those relating to sexual harassment, sexual assault, domestic violence, dating violence, stalking, and related issues, at the University of Hawaii. Takes steps to extend those procedures and protocols to private institutions of higher education in Hawaii. (SD2)

RELATING TO AGRICULTURE.

Requires GoFarm Hawaii to provide the chairperson of the board of agriculture with an annual report of the program's goals and a semi-annual report outlining program outputs and outcomes. Establishes a five-year beginning farmer training program to be administered by the University of Hawaii West Oahu sustainable community food systems program. Appropriates funds for the GoFarm Hawaii program and the beginning farmer training program. Effective 7/1/2150. Repeals the beginning farmer training program on 6/30/2025. (HD1)

RELATING TO STATE PROCUREMENT OF WIFI AND INTERNET SERVICES.

Requires all state and state funded facilities, with certain exceptions, to have internet computer and wireless access filters to restrict access to pornography sites. Exempts state-owned housing and dormitories. Effective 1/1/2050. (HD1)

RELATING TO ALZHEIMER'S DISEASE AND RELATED DEMENTIA.

Requires the executive office on aging to convene a working group to update the state plan on Alzheimer's disease and related dementias by identifying the best practices and standards of dementia training in care facilities. Requires report to the legislature. (SD2)

RELATING TO AGRICULTURAL ENTERPRISES.

Authorizes the Department of Agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the department, to support and promote agriculture. Establishes the agricultural enterprise program. Establishes the Agricultural Enterprise Special Fund. Requires the Board of Agriculture to annually report an accounting of non-agricultural park lessees to the Legislature. Appropriates funds. Effective 7/1/2050. (SD2)
