RELATING TO SUSTAINABLE AGRICULTURE.

Establishes a cover crop reimbursement pilot program to provide up to one hundred per cent cost reimbursement to farming operations in the State for acquiring cover crop seeds or green manure. Establishes a cover crop reimbursement pilot program manager position within the Department of Agriculture to administer the program. Requires a report to the Legislature. Makes an appropriation. RELATING TO BIOSECURITY.

Establishes the Invasive Species Rapid Response Trust Fund for rapid responses to invasive species emergencies. Requires the Invasive Species Council to include an accounting of moneys expended in its annual report to the Legislature. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO VESSELS.

Makes clarifications regarding removal of unauthorized vessels on state property or in the waters of the State. Makes clarifications regarding the definition of an abandoned vessel. Changes the time limit to claim an unauthorized vessel that is impounded by the department of land and natural resources from thirty days to ten working days. Changes the time limit to claim an abandoned vessel that is impounded by a state or county agency from twenty days to ten working days. Makes abandonment of a vessel on waters of the State or public property a petty misdemeanor. Makes clarifications to auction requirements regarding abandoned vessels. Allows DLNR to charge an impound storage fee. Effective 7/1/2050. (HD1)

RELATING TO THE STATE BUILDING CODE COUNCIL.

Appropriates funds to establish one full-time equivalent (1.0 FTE) program director position and one full-time equivalent (1.0 FTE) staff member position, and to provide for employee training, materials and supplies, other costs associated with the state building code council, and any costs necessary to establish a full-time office. RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Amends ballot requirements to display candidates for the office of Hawaiian affairs, board of trustees, by residency and non-residency requirements and to randomize the order of candidate names within those groupings. Takes effect 6/18/2050. (SD1)
