Prohibits, beginning January 1, 2023, a person to operate an underground storage system with a capacity of 100,000 gallons or more, mauka of the underground injection control line.

Authorizes the imposition of a criminal fine for violations involving aquatic resources. Establishes a tiered administrative fine system for each specimen of aquatic life taken, killed, or injured. Establishes a criminal fine structure on a per-specimen basis for violations involving aquatic life. Authorizes the department of land and natural resources to recommend community service that benefits the resource damaged when a person is ordered to perform community service in lieu of a fine.
Requires the Department of Land and Natural Resources to update facts and statistics on palila population decline on Mauna Kea and to investigate the results of the federal court mandate to eradicate sheep on Mauna Kea to protect palila populations. Requires a report to the Legislature.
Includes the use of traditional Native Hawaiian burial practices in the treatment and disposal of human remains, including the use of alkaline hydrolysis. Requires the Department of Health to adopt rules.
Authorizes electronically-stored driver's licenses and identification cards to be stored and presented through an approved electronic identification storage service.
Requires the chief election officer, with assistance from the county clerks for elections involving county offices and countywide ballot issues, to publish an online voter pamphlet on the Office of Elections public website and publish and distribute postcards notifying voters of the online voter pamphlet website address. Appropriates moneys to allow the chief election officer to produce and distribute an online voter pamphlet and voter pamphlet postcards for each election.
Requires the Department of Education to provide to the Legislature and publish on the department's website an annual summary of the Federal Impact Aid owed and paid by the United States Department of Defense.
Requires each house of the State Legislature to establish procedures that enable the Legislature to live broadcast all legislative committee hearings via the Internet; enable the public to present oral testimony remotely at legislative committee hearings by use of interactive conference technology; and enable the Legislature to electronically record legislative committee hearings and make the recordings accessible to the public. Defines interactive conference technology.
Establishes the behavioral health crisis center pilot program within the Department of Health. Appropriates funds.
Removes psilocybin and psilocyn from the list of Schedule I substances. Requires the Department of Health to establish designated treatment centers for the therapeutic administration of psilocybin and psilocyn. Establishes a review panel to review and assess the effects of this measure and submit reports to the Legislature.
