Establishes a two-year agricultural theft and vandalism pilot project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the county of Hawaii. Appropriates funds.
Clarifies how the Ethics Commission may provide guidance and resolve allegations of violations.
Temporarily requires parties in a divorce proceeding to refrain from moving a child from a county of residence, removing the child from school, interfering with custodial arrangements, or discontinuing payments on financial obligations. Expedites mediation and financial and property disclosure.

Authorizes the Hawaii health systems corporation to bring Wahiawa General Hospital under its governance through formal affiliation with the corporation and to provide for transitional facilitation by the director of health.
Requires the chief election officer, with the assistance from the county clerks for elections involving county offices and countywide ballot issues, to publish and disseminate a voters' pamphlet. Appropriates moneys to allow the chief election officer to produce and distribute a voters' pamphlet for each election.
Requires the department of land and natural resources to develop an intake and dispatch training program to enable the department to efficiently and effectively receive and respond to information and reports relating to conservation and resource enforcement matters received on the division of conservation and resource enforcement's direct line. Appropriates funds to the department of land and natural resources to establish one full-time equivalent (1.0 FTE) permanent civil service position to provide intake and dispatcher services for the division of conservation and resource enforcement.
Removes criminal and civil penalties for the growing, possession, processing, and selling of industrial hemp.
Imposes a restraining order that preserves the financial assets of the parties and their dependents upon the commencement of annulment, divorce, or separation court action.
