Appropriates funds to the UH college of tropical agriculture and human resources cooperative extension service for one full-time ornamental plant extension agent.

Creates a 50% tax credit to a maximum of $250,000 for costs involved in projects that provide housing for low-income and very-low-income residents.
Exempts veterans who are establishing certain new business entities in this State or registering for a trade name from all registration fees for a period of four years from the filing date of the business entity or trade name registration.
Makes an appropriation from the special land and development fund to the Department of Land and Natural Resources for the operational expenses and staffing costs of the Hawaii Association of Conservation Districts. (CD1)
Amends Hawaii Revised Statutes and Hawaii Administrative Rules to substitute references to "medical marijuana" and like terms with "medical cannabis" and like terms. Requires the Department of Health to make all conforming revisions to Administrative Rules upon their next amendment and to other documents and items by December 31, 2019. (CD1)
Amends the Industrial Hemp Pilot Program by restricting cultivation of industrial hemp under the pilot project to agricultural lands and requires counties to recognize it as an agricultural product, use, or activity. Allows license application year-round. Repeals certain physical facility requirements. Repeals the requirement for a movement permit to transport industrial hemp grain or plant material. (CD1)
Creates and appropriates money to a temporary commission on the thirteenth festival of pacific arts to plan for the historic event to be held in Honolulu from June 11 to June 27, 2020. (CD1)
Authorizes the Department of Health and Department of Education to accept the results of any tuberculosis blood test approved by the Food and Drug Administration and recommended by the Centers for Disease Control and Prevention for purposes of a certificate of tuberculosis examination and clearance to attend public school. Requires the State to expand strategies and mechanisms to reduce greenhouse gas emissions statewide in alignment with the principles and goals adopted in the Paris Agreement. Renames the Interagency Climate Adaptation Committee as the Hawaii Climate Change Mitigation and Adaptation Commission. Clarifies the duties of the Commission. Repeals the Commission effective 7/1/2022. Makes appropriations for purposes of this Act and a climate change mitigation and adaptation coordinator position. (CD1)
