Repeals the statutory cap on the disposition of conveyance taxes dedicated for deposit into the rental housing revolving fund for the financing of affordable rental housing development.

Establishes threatening to violate privacy as a misdemeanor offense. Expands the offense of violation of privacy in the first degree to specifically include disclosure of revenge pornography. Establishes violation of privacy of a minor, including disclosure of revenge pornography, as a felony offense. Requires that recordings that violate privacy be sealed by the court and be made confidential.
Requires that mandatory seller disclosures in real estate transactions include identification of residential real properties lying within a sea level rise exposure area. Takes effect on 11/01/2018.
Exempts all amounts received from the sale of food products and ingredients, except alcohol, tobacco, and dietary supplements, and received as compensation for health care services from the general excise tax. Applies to taxable years beginning after 12/31/2018.
Prohibits riders and passengers under ten years of age on motorcycles and motor scooters. Amends requirements for child passenger restraints in motor vehicles. Requires rear facing child safety seats for children under two years of age. Raises fines for violations.
Requires the executive officer and chief counsel of the public utilities commission to annually file a disclosure of financial interests with the state ethics commission and requires these disclosures to be public.
Prohibits commingling of moneys distributed by the State or federal government for the purpose of operating a charter school with other moneys that do not have an educational purpose that benefits the charter school. Prohibits any action of a charter school or its governing board from giving rise to a private cause of action against the State. Requires any contract entered into by a charter school over a minimum amount to contain conditions and provisions provided by the department of the attorney general. (SD1)
Amends Article III, section 14, of the Hawaii Constitution, to ensure that no bill becomes law if the legislature has so altered or amended the bill during its passage through either house that it no longer reflects its original purpose, unless the bill is approved by a two-thirds vote in both the house and senate.
Clarifies that the offense of indecent exposure includes the activity of nude sunbathing.
Reduces the minimum age from eighty to seventy-five years of age for the optional age exemption from service as a juror.
