Appropriates funds for a state civil service position to effectively track and monitor funds and expenditures related to habitat conservation plans and perform other tasks to benefit the recovery of threatened and endangered species.

Extends the duration of an existing temporary tax credit for cesspool replacement from December 2020 to December 2025.
Establishes the offense of sexual assault of an animal. Provides for impoundment and forfeiture of a sexually assaulted animal.
Establishes the cesspool compliance grant program for low and moderate income cesspool owners to mitigate the costs of upgrading to septic or other advanced treatment systems or connecting to sewers. Provides funds for grants by requiring the director of health to propose cesspool operating fees by rule by June 30, 2020. Authorizes the department to order cesspools to be upgraded, converted, or connected to sewerage systems by July 1, 2028, in specific areas that are needed for protecting public health and the environment. Requires the director to establish a program on nonpoint source pollution and cesspool outreach and assistance. Appropriates funds.
Prohibits the establishment of a condominium property regime without obtaining subdivision approval by the county in which the property is located.
Requires that any subdivision of agricultural lands into more than five lots, any one of which is two acres or less, or any submission of agricultural lands to the department of commerce and consumer affairs for approval for a condominium or horizontal property regime, first be approved by the land use commission. Sets requirements under which the land use commission may approve such a subdivision.
Authorizes the Department of Education to establish a farm to school program. Requires the farm to school coordinator in the department of agriculture to work in collaboration with the department of education on any farm to school program. Establishes two FTE farm to school staff positions within the department of education. Appropriates funds.
Establishes the illegal vacation rental enforcement revolving fund. Appropriates moneys into and out of the fund to be used by the counties in the course of investigations of persons operating illegal vacation rental units in violation of county ordinances, rules, and regulations.
Requires DOH to study the protection of waters in the State. The study shall: (1) identify state statutes that rely on, or are applied in conjunction with, the federal Clean Water Act; (2) propose amendments to protect waters if the federal Clean Water Rule is amended; (3) identify waters that are at risk of pollution or contamination; and (4) recommend how the State can prepare for and address water pollution or contamination risks, including disasters. Appropriates moneys for the study.
Allows taxpayers a twenty-five per cent income tax deduction for amounts received as rent from recipients of the housing choice voucher program.
