RELATING TO REAL PROPERTY TRANSACTIONS.

Requires a purchaser or transferee to execute a sea level rise hazard exposure statement with every sale or transfer of real estate that acknowledges that the purchaser or transferee has looked at the appropriate sea level rise hazard exposure map and accepts risks of purchasing or accepting a transfer of property that is at risk of climate-related exposure. Takes effect 11/01/2019. (SD1)

RELATING TO OPEN GOVERNMENT.

Requires the office of information practices to resolve all public complaints about noncompliance with chapter 92F and part I of chapter 92 within six months from the date the office of information practices receives the complaint.

RELATING TO MANUFACTURED CANNABIS PRODUCTS.

Authorizes the department of health to authorize companies to partner with medical cannabis dispensaries to participate in the manufacture of consumable manufactured cannabis products. Establishes additional requirements and amends existing requirements regarding manufactured cannabis products.

RELATING TO YOUTH.

Requires the Office of Youth Services to coordinate a two-year Safe Places for Youth Pilot Program in partnership with private organizations to coordinate a network that youth can access for safety and where youth can obtain advice, guidance, programs, and services. Establishes a Safe Places for Youth Pilot Program Coordinator position. Requires a report to the Legislature. Appropriates funds.

RELATING TO YOUTH HOMELESSNESS.

Appropriates funds as a grant to the Hawaii Youth Services Network's transitional housing program, benefiting homeless youth, to bridge a temporary gap in federal funding.

RELATING TO VISITOR IMPACTS.

Requires that a percentage of the Hawaii tourism authority's budget be transferred to the department of land and natural resources and the counties if the number of visitor arrivals in the State exceeds nine million, or if the number of visitor arrivals in any county exceeds 6.5 million. Requires the Hawaii tourism authority to submit an action report to the legislature. (SD1)

RELATING TO CONDOMINIUM PROPERTY REGIMES.

Prohibits the use of storage sheds, equipment sheds, or other structures appropriate to the agricultural activity carried on within leased agricultural lands for residential purposes for any length of time. Repeals the exemption for agricultural lands that are subdivided and leased for agricultural uses or activities from compliance with county subdivision standards. Requires condominium property regimes to comply with county subdivision requirements. Repeals the exemption for certain condominium property regimes that are to be sold for $1,000,000 or more from mandatory registration with the real estate commission. Requires that an application for registration of a project in a county agricultural zoning district or preservation zoning district include a verified statement, signed by an appropriate county official, that the project is in compliance with any supplemental county ordinances and rules. RELATING TO AGING.

Ensures that state and county planning efforts for the delivery of services to the aged or disabled share budgets, data, insights, strategies, goals, and definitions of success and recommendations. Reforms and improves the timely movement of funding and approvals to ensure that there are no delays in the delivery of services.

RELATING TO BICYCLES.

Requires the driver of a vehicle overtaking a bicycle proceeding in the same direction to allow at least a three-foot separation between the right side of the driver's vehicle and the left side of the bicyclist.
