Establishes the Lipoa point management special fund for the management of the Lipoa point area and educate visitors on how funding is used for the management of the Lipoa point area. Appropriates funds into and out of the Lipoa point management special fund. (SD1)

Appropriates funds to the natural energy laboratory of Hawaii authority to enable the authority to continue its efforts in producing hydroelectric power for the State. Takes effect on 7/1/2050. (SD1)
Requires owners of vessels that are required to register with the State to obtain vessel insurance. Specifies the types of insurance coverage required. Exempts certain vessels from mandatory insurance requirement. Authorizes the chairperson of the board of land and natural resources to adopt administrative rules concerning mandatory vessel insurance. (SD1)
Prohibits a person from intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional airbag, or airbag that does not meet federal safety requirements. Prohibits a person from intentionally or knowingly selling, offering for sale, installing, or reinstalling in a motor vehicle any device that causes the motor vehicle's diagnostic systems to fail to warn that the motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional airbag or that no airbag is installed, as applicable. Authorizes the department of health to authorize companies to partner with medical cannabis dispensaries to participate in the manufacture of consumable manufactured cannabis products. Establishes additional requirements and amends existing requirements regarding manufactured cannabis products.
Requires the Office of Youth Services to coordinate a two-year Safe Places for Youth Pilot Program in partnership with private organizations to coordinate a network that youth can access for safety and where youth can obtain advice, guidance, programs, and services. Establishes a Safe Places for Youth Pilot Program Coordinator position. Requires a report to the Legislature. Appropriates funds.
Ensures that state and county planning efforts for the delivery of services to the aged or disabled share budgets, data, insights, strategies, goals, and definitions of success and recommendations. Reforms and improves the timely movement of funding and approvals to ensure that there are no delays in the delivery of services.
Appropriates funds to purchase, staff, and operate two mobile clinics to serve the homeless population.
Requires the driver of a vehicle overtaking a bicycle proceeding in the same direction to allow at least a three-foot separation between the right side of the driver's vehicle and the left side of the bicyclist.
Provides an income tax credit of thirty-five per cent of the actual cost, up to $1,500,000, for each ocean thermal energy conversion facility constructed for the purpose of research and development. Applies to taxable years after December 31, 2017. (SD1)
