Appropriates funds to the Department of Human Services for the Coordinated Statewide Homeless Initiative. Requires the Department to procure the services of a master contractor to manage subcontracts and expenditures for services provided through the initiative. (CD1)

Adopts the National Conference of Insurance Legislators' Model Unclaimed Life Insurance Benefits Act, which requires life insurers to conduct database searches using the federal Social Security Administration's death master file or similar database to determine whether an insured has died. Requires life insurers to use good faith efforts to locate any beneficiaries to a policy, contract, or retained asset account. Authorizes the insurance commissioner to use discretion to limit, exempt, or phase-in compliance with requirements under certain circumstances. (CD1)
Prohibits prospective employers from requesting or considering a job applicant's wage or salary history as part of an employment application process or compensation offer. Prohibits enforced wage secrecy and retaliation or discrimination against employees who disclose, discuss, or inquire about their own or coworkers' wages. Takes effect 1/1/2019. (CD1)
Requires the Director of Transportation to adopt rules to allow an individual who has a letter from a licensed primary care provider certifying that a severe disability causes the individual to be homebound to renew a State identification card by means other than an in person appearance. (CD1)
Establishes a fine not to exceed $100 for moped owners who fail to comply with moped registration requirements. (CD1)
Requires all government procurement officers to attend a training and development program prior to participating in or authorizing any procurement. Requires all government procurement officers to complete review training every three years. Requires all procurement officers, department heads, and their deputies, except for the administrator of the State Procurement Office, to attend mandatory procurement training within ninety days of appointment. Requires the Legislative Reference Bureau to conduct a study on the feasibility of implementing the Hawaii Retirement Savings Program and to submit to the Legislature a report detailing its findings and proposals. If the results of the study are positive, a Hawaii Retirement Savings Board is established to administer the Hawaii Retirement Savings Program and the Hawaii Retirement Savings Program Administrative Fund. Requires the Board to annually report to the Governor and Legislature. Gives the Department of Budget and Finance interim rule making authority. Appropriates moneys. (SB2333 HD1)
Requires any governmental body that enters into a contract that is exempt from the State Procurement Code pursuant to Section 103D-102(b), Hawaii Revised Statutes, such as a contract for procurement of services of attorneys employed or retained to provide legal services to the State or any of its agencies, to report that contract to the State Procurement Office and Legislature. Establishes the Homeownership Housing Revolving Fund to provide loans or grants for affordable housing projects or units in projects that are allocated low-income housing credits or that are funded by certain federal programs or agencies. Makes an appropriation into and out of the fund. (SB2472 HD1)
