Requires pharmacy benefit managers to notify contracting pharmacies of changes to maximum allowable costs for any drug, identified by its National Drug Code, fifteen days prior to the change. Requires pharmacy benefit managers to disclose where an equivalent drug can be obtained at or below the maximum allowable cost, when a maximum allowable cost appeal is upheld on appeal. Requires pharmacy benefit managers to: allow contracting pharmacies to reverse and rebill claims if the pharmacy benefit manager establishes a maximum allowable cost that is denied on appeal; and pay the difference to the contracting pharmacies. Permits contracting pharmacies to decline to dispense a drug if the reimbursement is less than the acquisition cost. Permits the insurance commissioner to revoke a pharmacy benefit manager's registration if the manager does not comply with state law. Requires the Department of Health to annually report to the legislature and any other state agency on appeals and disposition.

Appropriates funds to the Department of Education to provide public school students with behavior analysis services. Requires the Department to seek any necessary approvals from the Centers for Medicare and Medicaid Services to amend the state medicaid plan to include applied behavior analysis services for eligible students who have been diagnosed with an autism spectrum disorder. Amends the physical therapy practice act to allow physical therapists to practice dry needling.
Requires DBEDT, under the Hawaii clean energy initiative program, to select and prioritize wind energy project sites using specified criteria.
Beginning on November 1, 2019, requires all vulnerable coastal property sales or transfers to include a sea level rise hazard exposure statement to ensure that new property owners and transferees understand the special hazards, requirements, and limitations that may affect the property. Requires sellers to include whether property is within a sea level rise exposure area in the disclosure statement provided to the buyer. Takes effect 12/31/2050. (SD2)
Requires the Office of Enterprise Technology Services, in collaboration with the Department of Education, to establish a working group to study the Department of Education's information technology infrastructure, operations, and services. Establishes the members and duties of the working group.
Requires the department of agriculture to conduct a study on what metrics to use to accurately determine how much food is locally produced. Directs the department of agriculture to consult with a firm that specializes in food security metrics and with the department of business, economic development, and tourism to recommend a food security metric system for Hawaii. Appropriates funds.
Prohibits a person from intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional airbag, or airbag that does not meet federal safety requirements. Prohibits a person from intentionally or knowingly selling, offering for sale, installing, or reinstalling in a motor vehicle any device that causes the motor vehicle's diagnostic systems to fail to warn that the motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional airbag or that no airbag is installed, as applicable.
Specifies that ten per cent of the moneys in the Hawaii tobacco settlement special fund shall be appropriated to the executive office on aging for purposes of the kupuna care program and the kupuna caregivers program. (SD1)
Requires the Department of Human Services to enroll Hawaii as a member in the Sovereign States Drug Consortium to lower medicaid purchasing and administrative costs to the State.
