Provides automatic step increases in salaries for each year of satisfactory service completed by educational assistants, public school teachers, and principals and vice principals and increases the amount of time available to teachers for collaboration, preparation, and planning. Appropriates funds for the automatic step increases and increase of time for teachers to collaborate and plan. Appropriates funds for various teacher differentials to help address labor shortages in the areas of special education, hard-to-staff geographic locations, and Hawaiian language immersion programs. Establishes the women's corrections implementation commission within the department of public safety to provide oversight over state correctional facilities and community correctional centers that incarcerate women; receive and investigate complaints from incarcerated women; monitor the criminal justice system's progress in implementing reforms; and monitor programs and data that are important to ensuring successful outcomes for women in the correctional system. Requires annual reports to the legislature. Appropriates funds. Effective 7/1/2050. (HD2)

Authorizes the Hawaii technology development corporation to temporarily re-establish the Hawaii office of naval research grant program to provide fifty per cent matching grants to Hawaii awardees of alternative energy research grants from the Department of Defense Office of Naval Research. Establishes the alternative energy research and development revolving fund. Appropriates funds into and out of the revolving fund. Effective 7/1/2050. (HD1)

Provides an appropriation for the department of education to provide twenty-one additional hours of professional development for each teacher per calendar year. Effective 12/25/2040. (HD1)

Indefinitely extends the deadline for the Hawaii housing finance and development corporation to renegotiate an existing, or issue a new, ground lease for the Front street apartments affordable housing project before the corporation's requirement to initiate condemnation proceedings is triggered. Effective 7/1/2050. (HD1)

Establishes a reusable utensil pilot project in department of education schools on Molokai. Requires the department of education to submit an interim report and a final report to the legislature on the feasibility of statewide implementation. Appropriates moneys. (HD1)

Prohibits any commercial vendor from presetting commercial beach equipment on any public beach under the jurisdiction of the department of land and natural resources, unless the customer is physically present. Requires commercial vendors to expeditiously remove commercial beach equipment after the customer has finished using it. Allows the department of land and natural resources to grant exemptions through rules adopted pursuant to chapter 91, Hawaii Revised Statutes. Establishes administrative fines for violations. Pertains only to public beaches and does not include private lands such as accreted lands. Takes effect 7/1/2050. (HD2)

Establishes a position and appropriates funds for a program named "project reset", which will help offenders secure post-release housing to support their reentry, rehabilitation, and employment. Effective 7/1/3000. (HD1)

Requires the Department of Land and Natural Resources to pursue and obtain accreditation for the Conservation and Resources Enforcement Program from the Commission on Accreditation for Law Enforcement Agencies, Inc. Appropriates funds. Effective 7/1/2050. (HD1)
