Requires and appropriates funds for the department of health to establish a continuum of stabilization beds statewide for non-forensic patients with substance abuse or mental health disorders, or both, by repurposing unused state facilities.
Requires that mandatory seller disclosures in real estate transactions include identification of residential real properties lying within the sea level rise exposure area as officially designated by the Hawaii Climate Change Mitigation and Adaptation Commission, subject to the availability of county maps designating the areas by tax map key. Effective 11/1/2020.

Lowers the age a person can be exempt from jury duty from eighty years of age or older to seventy-five years of age or older.
Ensures the collection of the state general excise tax in instances in which the transportation of passengers is furnished by common carriers by the use of aircraft when the collection of the tax is not prohibited by federal law. Limits imposition of tax to flights that occur within the airspace of a single island of the State.
Requires all private helicopter operators to provide certain information to the department of transportation on a public website, prior to the operation of any private helicopter.
Repeals the ban on the possession, offering or holding for sale, selling, giving, lending, or delivering of electric guns.
