Requires the Hawaii public housing authority to develop and implement a pilot project to establish a boarding house for those transitioning out of homelessness or re-entering the workforce. Requires a report to the legislature. Appropriates funds.
Proposes a constitutional amendment to limit the terms of members of the legislature to a maximum of six consecutive full terms in the house of representatives and three consecutive full terms in the senate, for terms beginning on the day of the general election of 2024, subject to a hiatus prior to serving any subsequent terms in the same house.
Transfers the candidate advisory council for the board of regents of the University of Hawaii from the University of Hawaii to the office of the governor. Amends other provisions relating to the candidate advisory council. Sunsets 6/30/2024.
Requires the Department of Land and Natural Resources to use certain reporting and accountability procedures in implementing the public land trust reporting requirements of Act 178, Session Laws of Hawaii 2006. Requires the Department of Land and Natural Resources to consult with the Office of Hawaiian Affairs to ensure that the accounting and reporting is accurate and inclusive.

Increases the amount of the rental motor vehicle surcharge tax to $6. Requires that a minimum of one-third of remittances be used for state highways with less than two lanes of travel in each direction.

Clarifies the grant application process requirements for organizations that may receive a grant from the State. Specifies additional grant application process requirements for nonprofit organizations.
Allows any number of members of a board to attend an informational meeting or presentation on matters relating to official board business and conduct private meetings with legislators without meeting public meeting requirements.
