RELATING TO CAREER AND TECHNICAL EDUCATION.

Authorizes Department of Education teachers to instruct vocation, technical, or career pathway classes without possessing an applicable bachelor's degree. Expands the sources of moneys that may be deposited into the private trade, vocational, and technical school special fund, and the purposes for which the fund may be used. Appropriates moneys.

RELATING TO TAXATION.

Requires a certain percentage of the transient accommodations tax to be allocated to provide funding for the Bishop Museum and Iolani Palace.

RELATING TO ACCESS TO LEARNING.

Transfers the Executive Office on Early Learning from the Department of Education to the Department of Human Services. Renames the Office as the Learning to Grow Agency. Focuses the jurisdiction of the agency to children who are 3 to 4 years old or will be eligible for kindergarten within 2 years. Establishes the goal of providing all children who are 3 to 4 years old or will be eligible for kindergarten within 2 years with access to learning through an early learning program by the year 2030. Appropriates funds.

RELATING TO AFFORDABLE HOUSING.

Allows the HHFDC to enter into public private partnerships with private sector entities to build affordable housing and reserves a portion of the housing units for the exclusive use of the employees of the private sector entity partner.

RELATING TO LICENSING.

Clarifies that a motor vehicle dealer or salesperson license may be suspended, revoked, or denied if the dealer or salesperson withholds the return of a buyer's downpayment or trade-in when the buyer's motor vehicle purchase or lease agreement is contingent upon financing of the purchase, and pursuant to the financing or credit application signed at the time of purchase, the buyer was unable to qualify.
