Beginning with the 2024-2025 school year, requires the Department of Education to include the teaching of financial literacy in the personal transition plan requirement for each student.
Establishes within the Department of Health, a three-year Cesspool Conversion Financial Assistance Pilot Program to provide financial assistance to owners of cesspools located in the county of Maui to upgrade or convert their cesspools to a wastewater system approved by the Director of Health or connect them to a sewerage system. Requires the Department of Health to adopt rules and submit a report to the Legislature. Appropriates funds.
Establishes a junior police pilot program at Farrington High School in coordination with the Honolulu Police Department. Appropriates funds.
Prohibits state elected officials from accepting or receiving gifts in relation to their official duties. Requires the several counties to adopt ordinances or rules to impose similar prohibitions on county elected officials. Requires each county to submit a report to the Legislature regarding the county's compliance with this Act.
Requires the Board of Land and Natural Resources to create a standard lease application and programmatic environmental impact statement to streamline the process for leasing government-owned Hawaiian fishponds. Appropriates funds.
Beginning with the 2024-2025 school year, requires the Department of Education to include the teaching of financial literacy in grades kindergarten through twelve. Requires students in grades nine through twelve to complete a one-half credit in financial literacy before graduation. Requires the Board of Education to provide professional development to teachers who are teaching financial literacy courses.
Amends Act 257, Session Laws of Hawaii 2022, to authorize the School Facilities Authority to provide affordable housing to Department of Education teachers.
Establishes a criminal penalty and monetary fines for aquarium fishing violations. Clarifies that each fish or aquatic life specimen taken in violation of certain fishing laws regarding aquarium fish and the possession and use of prohibited explosives, electrofishing devices, and poisonous substances constitutes a separate offense.
