RELATING TO EMERGENCY POWERS.

Prohibits the Governor or a Mayor from suspending requests for public records or vital statistics during a declared state of emergency. Allows for a reasonable delay in an agency's response to a request as a result of extenuating circumstances.

RELATING TO BURIAL SITES.

Establishes an inter-division program between the State Historic Preservation Division, Land Division, Office of Conservation and Coastal Lands, Island Burial Councils, and the Office of Hawaiian Affairs that addresses the location, movement, and restoration of Hawaiian burial sites or ‘iwi, exposed or likely to be exposed to coastal erosion. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO DIRECT INSTRUCTIONAL SERVICES TO STUDENTS.

Allows the Department of Education to create temporary positions under certain conditions. Amends the requirement that the Department of Education report the creation of temporary positions to the Department of Budget and Finance by requiring that the report also be sent to the Legislature.

RELATING TO TAXATION.

Establishes a surcharge on the conveyance tax upon the transfer or conveyance of prolonged vacant property.

RELATING TO PROFESSIONAL ENGINEERS.

Allows a person to be eligible for a license as a professional engineer if the person has completed four years of full-time or equivalent part-time professional level government employment performing lawful experience in review of engineered plans and calculations under the direct supervision of an applicably licensed engineer.

RELATING TO PUBLIC EMPLOYMENT.

Requires state agencies to offer individuals who resigned or were dismissed from employment for not complying with vaccination or testing requirements the option to be reinstated, with back pay, to the position that person held prior to their termination.

RELATING TO MEAT PROCESSING.

Requires the Department of Agriculture, in collaboration with the Hawaiʻi Interagency Council on Homelessness; Department of Land and Natural Resources, Division of Forestry and Wildlife; and Department of Health, Food Safety Branch; and in consultation with the County of Maui Axis Deer Task Force, to develop and implement a plan to expand the meat processing and distribution capacity in the State to allow for meat from axis deer and other wild game to be processed for distribution by nonprofit food distribution services by 7/1/2024. Appropriates funds. Takes effect 6/30/3000. (HD1)
