Establishes a WAI policy coordinator and other positions within the Department of Land and Natural Resources for coordination of Red Hill WAI initiatives. Creates the Red Hill Remediation Special Fund. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds. Takes effect 7/1/2050. (SD1)
Requires retail merchants to accept cash payments.
Proposes to amend the Constitution of the State of Hawaiʻi to provide that if a United States census shows that the state Native Hawaiian population decreased by no less than 5% since the prior United States census, all state legislators in office at the time of the release of the latter census shall be ineligible to serve in any state legislative office for 1 term, which shall be the 1st term of the applicable legislative office that begins after the release of the latter census.
Establishes a temporary restriction that only current and former residents of Hawaiʻi may purchase residential property. Prohibits real estate brokers and real estate salespersons from buying, offering to buy, or negotiating the purchase of residential real estate for someone who is not a current or former resident without disclosing the temporary restriction. Repeals the moratorium when the Governor's last proclamation on affordable housing expires.
Amends the definition of "endangered species". Requires the Department of Land and Natural Resources to designate as an endangered species any species of land plant as required by legislative act. Directs the department to designate certain species of coconut palms as endangered species.
Permanently excludes businesses within a federally designated opportunity zone from required unemployment insurance contributions and temporarily excludes those businesses from general excise and income tax for five years.
Establishes a licensing system for medical cannabis cultivation. Facilitates the transport of medical cannabis. Expands the scope of authorized actions for medical cannabis patients. Provides that qualifying out-of-state patients need not register with the Department of Health. Protects medical cannabis patients and cultivation licenses from undue discrimination.
Authorizes state legislators to use state-owned or stateoperated equipment for bona fide community initiatives within their respective districts.
Exempts cigars from the prohibition of shipment of tobacco products to non-licensees.
