For the purposes of state justifiable-use-of-force law: (1) Amends the definition of "dwelling" to include agricultural land used as a residence or place of lodging; and (2) Creates a definition of "place of work" that includes agricultural land.
Establishes a two-year Fruit Tree Harvest Pilot Program. Requires state agencies, to the extent practicable, to plant fruit trees in new or renovated landscaping that includes trees within the boundaries of the program. Authorizes persons to harvest fruit from those fruit trees. Provides that the State is not liable for any injuries or illnesses resulting from the harvesting or ingesting of fruit, including food-borne illness. Requires a report to the Legislature. Appropriate funds into and out of the Hawaii Historic Preservation Special Fund for the State Historic Preservation Division to inventory historic properties and burial sites in the State, collect data on burial site locations, and conduct an archaeological survey necessary to compile the inventory. Effective 7/1/2050. (SD1)
Specifies that the penalty for sex trafficking shall be payment of a fine of no less than $50,000 but no more than $100,000, and a definite term of imprisonment of up to 20 years without the possibility of a suspended sentence, probation, or parole. Provides that consent to sexual conduct is not a defense. Defines "sexual conduct". Provides that a minor who reports that the minor is a victim of sex trafficking shall not be subject to criminal liability.
Increases the number of voter service centers in the State. Requiring all voter services centers to operate during the same days and hours statewide. Clarifies that during each day of operation, during all hours of operation, each voter service center is to provide in-person voter registration, receive absentee and election-by-mail ballots, allow voters to vote in person, and provide voting machine services for persons with disabilities. Appropriates moneys to the counties for the administrative costs of voter service centers.
Amends the conditions, manner, and areas in which the Commission on Water Resource Management can declare and provide notice of water shortages and emergencies.
Appropriates funds for the Department of Business, Economic Development, and Tourism to develop, construct, and support facilities that can accommodate shock aging processes for meat products. Appropriates funds into and out of the Hawaii Agricultural Development Revolving Fund for programmatic funding relating to facilities using shock aging processes for meat products. Authorizes the Agribusiness Development Corporation to contract with existing and future slaughterhouses in the State.
Offers rights and protections to citizens who bring civil nuisance abatement suits related to illegal gambling. Imposes a mandatory fine of $5,000 for violating nuisance abatement laws related to gambling offenses.
Requires the Office of Hawaiian Affairs to establish and maintain Native Hawaiian cultural centers within the State. Requires the Office of Hawaiian Affairs to construct one cultural center on Oahu by 2040. Requires the Office of Hawaiian Affairs to submit reports to the Legislature regarding the Office of Hawaiian Affairs' compliance with this Act. Appropriates funds for the planning and design of the first Native Hawaiian cultural center. Effective 7/1/2050. (SD1)
Requires the Department of Education to establish a food waste composting pilot project at Nanakuli High and Intermediate School. Appropriates moneys.
