Reduces and eliminates the general excise tax for the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program or Special Supplemental Nutrition Program for Women, Infants, and Children over a four-year period. Reduces and eliminates the general excise tax for the sale of nonprescription drugs, medical supplies, and durable medical equipment over a four-year period.

Exempts gross proceeds from medical services provided by physicians and advanced practice registered nurses acting in the capacity of a primary care provider from the general excise tax. Effective 1/1/2024.
Decriminalizes and legalizes the personal use, possession, and sale of cannabis in a specified quantity. Entitles persons arrested or convicted of certain marijuana offenses from custody or incarceration. Entitles certain persons to the expungement of their arrest and conviction records, unless the prosecutor can demonstrate good cause against the issuance of an expungement order.
Requires a talent agency to provide educational materials regarding sexual harassment prevention, retaliation, and reporting resources and nutrition and eating disorders to adult artists represented by the talent agency. Requires proof of compliance as part of licensure renewal. Requires, as a condition for a minor to be employed in theatrical employment, that the minor and the minor's parent or legal guardian receive and complete training regarding sexual harassment prevention, retaliation, and reporting resources and nutrition and eating disorders.
Authorizes state facilities to wheel electricity that is produced by their own facility from renewable energy sources to another state facility pursuant to administrative rules established by the Public Utilities Commission. Requires a report by the Public Utilities Commission.
Amends the process for electing members to the Office of Hawaiian Affairs Board of Trustees. Requires the Reapportionment Commission to establish a reapportionment plan for five members of the Board of Trustees of the Office of Hawaiian Affairs so that they are elected according to their respective districts, rather than an at-large statewide election for each seat. Requires that of the remaining four members of the Board of Trustees of the Office Hawaiian Affairs, two shall reside in an urban district of the State and two shall reside in a rural district of the State. Amends the State Constitution to require the Reapportionment Commission to establish a reapportionment plan to draw district lines for the total number of members of the Board of Trustees of the Office of Hawaiian Affairs. Takes effect on July 1, 2050, upon compliance with article XVII, section 3, of the Constitution of the State of Hawaii. (SD1)
Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for medication used for the treatment of obesity or weight loss management for a covered individual who is overweight and has one or more related comorbidities.
Beginning January 1, 2024, increases the tip credit to be twenty per cent of the minimum wage.
