RELATING TO LAW ENFORCEMENT REFORM.

Requires any department or agency employing law enforcement officers to maintain publicly available policies on minimum standards on the use of force. Allows use of force policies and training to be introduced as evidence in proceedings. Requires law enforcement officers to report the use of excessive force by another law enforcement officer. Requires that law enforcement officers receive training designed to minimize the use of excessive force. Effective 1/1/2024. (CD1)

RELATING TO TRANSPORTATION.

Requires the Department of Accounting and General Services to collaborate with the Department of Transportation to develop, implement, administer, and manage a program to enable parking stall sharing among public employees of the State and a pilot project to provide bicycle storage lockers at facilities where parking is made available to public employees. RELATING TO THE STATE LIBRARY SYSTEM.

Authorizes the State Librarian, with approval from the Board of Education, to impose and collect rates, rents, fees, fines and charges for the use of state library facilities and revise rates, rents, fees, and charges as necessary without regard to chapter 91, Hawaii Revised Statutes. Sunsets 6/30/2028. (CD1)

RELATING TO EXPUNGEMENT.

Requires the court to automatically seal or remove from the judiciary's publicly accessible databases any information relevant to the arrest or case of a person for whom an expungement order has been entered and transmitted to the court. Effective 7/1/2025. (CD1)

RELATING TO THE UNIFORM PARENTAGE ACT.

Requires the Department of the Attorney General to convene a task force to recommend amendments to update existing parentage laws that reflect outdated concepts of families, parenthood, conception and gestation, and parental rights. Requires an interim and final report to the Legislature. (CD1)

RELATING TO THE PRACTICE OF PHARMACY.

Exempts manufacturers, wholesale distributors, manufacturers engaged in direct distribution to qualified persons, and third-party logistics providers of home dialysate drugs or devices from the license, registration, and permit requirements for pharmacies, under certain conditions. (CD1)

RELATING TO HEALTH.

Requires the Office of Primary Care and Rural Health to oversee and support community efforts to collaboratively address the health and wellness needs of the State's most underserved rural residents to develop plans that align with appropriate providers' goals and objectives. Requires the Office of Primary Care and Rural Health to include a one-time summary of community plans with the report that is to be submitted to the Legislature prior to the Regular Session of 2024. RELATING TO KUPUNA HOUSING.

Temporarily expands the State Rent Supplement Program specifically for qualified persons who are sixty-two years of age or older and are homeless or at imminent risk of becoming homeless. Requires the Hawaii Public Housing Authority to submit annual reports to the Legislature. Appropriates funds. Sunsets 6/30/2026. (CD1)

RELATING TO FIREWORKS.

Establishes the Illegal Fireworks Task Force within the Department of Law Enforcement to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control laws, and ensure the safety and security of facilities and institutions in the State against the discharge of illegal fireworks and explosives.
