Removes the ability for a Mayor or the Governor to suspend electronic media transmission during a state of emergency.

Clarifies the definition of "imminent harm". Requires police officers to comply with exigency requirements when removing a child from the child's home and to promptly submit a police report documenting specific, articulable evidence of imminent harm to the child that warranted the child's immediate removal. Requires the State to provide written notice to a parent of the parent's rights when conducting an investigation of reported child abuse or neglect. Requires police officers to have parental consent, a court order, or evidence of exigent circumstances, when interviewing a child at school or removing the child to protective custody to complete an investigation.
Authorizes the issuance of special number plates to commemorate Carissa Kainani Moore.
Includes the establishment of a consistent and balanced framework for developing and implementing sea level rise adaptation strategies as an objective of the Coastal Zone Management Program. Includes the promotion of research, study, and understanding of the suitability and impacts of different sea level rise adaptation as a policy of the Coastal Zone Management Program. Includes the maintenance of a balance between public and private interests in implementing sea level rise adaptation and consideration of all appropriate sea level rise adaptations as policies of the Coastal Zone Management Program. Includes as a policy of the Coastal Zone Management Program that any construction on shoreline be allowed if it is determined to preserve, protect, or rehabilitate the beach of be considered vital development. Requires the County Planning Commission to allow proposed development within the shoreline area and within the sea level rise exposure area under certain circumstances. Prohibits any policy or guideline for setting special area use permit application procedures that has the effect of a rule without complying with the rulemaking process. Preempts any rule, policy, or guideline inconsistent with the Special Management Area Guidelines. Allows counties to require that shoreline setback lines be established at greater distances in certain circumstances. Provides that no variance be denied for maintenance, renovation, or repair of a lawful nonconforming structure with exceptions.
Expands the jurisdiction of county land use decision-making authorities, enabling them to amend the district boundaries of lands less than fifty acres, from lands less than fifteen acres. Limits the Land Use Commission's authority over special permits for housing that includes workforce or affordable housing units with a minimum twenty-five per cent of market units on land the area of which is greater than fifty acres or for lands designated as important agricultural lands, by providing that the Land Use Commission shall only add additional restrictions or disapprove a petition. Requires the Land Use Commission to run its special permit process concurrently with the appropriate county Land Use Commission for these special permits.
Requires water carriers to keep records of persons who retrieve fireworks from a terminal facility. Requires water carriers to provide an annual compilation of persons who retrieve fireworks from a terminal facility to the appropriate county police department. Establishes penalties for violations.
Repeals existing law that preempted local ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices and nullified and voided any conflicting local laws and regulations. Allows counties to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that govern smoking. Requires a person to report the person's lost, stolen, or destroyed firearms to the appropriate county police department. Establishes penalties for failure to report and false reporting.
Establishes registration and driver's licensing requirements for operation of electric rickshaws. Defines electric rickshaw. Effective 6/30/3000. (HD1)
Establishes conditions for the importation of fireworks. Authorizes the county fire departments to inspect warehouses, piers, cargo, baggage, and personal effects of persons arriving in the State to ascertain if they contain any fireworks. Requires importers of fireworks to file a written statement with the appropriate county fire department. Allows the county fire departments to take custody and possession of and exercise jurisdiction over illegally imported fireworks. Prohibits the importation of fireworks except through airports and seaports approved by the State Fire Council. Requires each county fire department to establish and maintain a secure storage site for illegally imported fireworks. Requires that each county establish ordinances setting conditions for the importation of fireworks.
