Appropriates funds to the Department of Land and Natural Resources for the Community Fuels Reduction Project. Beginning with fiscal year 2025-2026 and each fiscal year thereafter, requires the Department of Land and Natural Resources to establish the Community Fuels Reduction Project as a separate line item within the Department's budget. Authorizes the Hawaiʻi Public Housing Authority, in consultation with the Department of Human Services and Department of Health, to establish and administer a Kauhale Program to provide individual or shared housing units and support services to certain homeless individuals and families. Exempts existing low-income rental units, tiny home villages, and kauhale from certain provisions of the Hawaiʻi Revised Statutes. Authorizes the Governor to transfer by executive order suitable land to HPHA for the construction of kauhale. Appropriates funds and establishes positions for the Kauhale Program. (SD1)
Appropriates funds to the Department of Land and Natural Resources to restore and restock fishponds by providing fingerlings and limu and establishing one full-time equivalent (1.0 FTE) aquaculture coordinator biologist VI position. Effective 6/30/3000. (HD1)
Establishes a temporary public land trust working group within the Office of the Governor for administrative purposes only. Provides that the working group's sole purpose shall be to compile a definitive inventory of public land trust lands. Authorizes the working group to hire staff. Appropriates moneys to the Office of Hawaiian Affairs to be used for making repairs to bulkheads and revetments located in certain parcels conveyed to the Office and for certain construction costs for the development of Kukaniloko. Requires and appropriates moneys for the Office of Hawaiian Affairs to conduct a programmatic environmental impact statement for any development projects within the Kakaako Makai area of the public land trust. Requires the court to appoint counsel to indigent parents upon the filing of a petition for custody or family supervision and make every effort to do so at the first hearing attended by the parents.

Beginning July 1, 2023, requires substitute teachers who work ninety days or more to be compensated equivalent to the daily rate for an entry-level teacher salary commensurate with their placement in Class I, II, or III.
Beginning 1/1/2024, requires rental kayaks to be registered and numbered with the Department of Land and Natural Resources and have the identification number affixed to the rental kayak. Requires the Department to establish fees for registration and registration renewal of rental kayaks. Effective 7/1/2050. (SD1)
