Establishes and appropriates funds for an alternative energy research and development pilot program that authorizes the high technology development corporation to provide matching grants of up to fifty per cent to Hawaii awardees of alternative energy research grants from the Office of Naval Research.
Requires the Department of Land and Natural Resources to include in its annual report the impacts of incidental take license issuances on the status and likelihood of survival of the individual species and the cumulative impacts on the full range of species of the specific island for which incidental take licenses have been issued.
