Amends the State Constitution to require the Reapportionment Commission to establish a reapportionment plan to draw district lines for the total number of members of the Board of Trustees of the Office of Hawaiian Affairs. Takes effect on July 1, 2050, upon compliance with article XVII, section 3, of the Constitution of the State of Hawaiʻi. (SD1)
Appropriates funds to the University of Hawaiʻi to establish a foreign agriculture small equipment pilot program. Requires a report to the legislature. Effective 6/30/3000. (HD1)
Requires the Office of the Auditor to conduct a comprehensive management and financial audit of the Hawaiʻi Tourism Authority and the Department of Business, Economic Development, and Tourism, specifically relating to the Request for Proposals regarding destination brand marketing and management services to the State for the United States major market area.
Allows the Hawaiʻi Community Development Authority to approve the residential development on the parcels owned by the Office of Hawaiian Affairs in Kakaako. Raises the building height limit and increases the maximum floor area ratio for residential development on the parcels. Exempts the residential developments on the parcels from the requirement to dedicate public facilities of land or facilities, or cash payments in lieu thereof, as a condition of development; the prohibition on sale or assignment of fee simple interest in land in the Kakaako Community Development District; and the prohibition on residential development in the Kakaako Makai area. Appropriates funds for repairs of certain structures located on the parcels and for compensation relating to the Office of Hawaiian Affairs' pro rata portion of income and proceeds from the public land trust. Makes permanent the existing exemption for birth attendants to continue to practice without a license, under certain conditions. Expands qualifications for licensure to include the North American Registry of Midwives portfolio evaluation process.
Establishes the offense of fraud as a class B felony. Disqualifies a person from holding elective public office for a period of ten years upon conviction of fraud.
Establishes a statewide program modeled after the Hawaiʻi's Opportunity Probation with Enforcement (HOPE) program that was implemented in the City and County of Honolulu from 2004 through 2019. Requires the Judiciary to administer the program.
