Legalizes hemp. Makes the temporary industrial hemp pilot program a permanent program. Expands the scope of the industrial hemp program to include commercial purposes. Excludes hemp from state criminal prohibitions against marijuana.
Transfers responsibility for approval, inspection, and quarantine of aquaculture livestock from the plant quarantine branch within the division of plant industry of the department of agriculture to the division of animal industry of the department of agriculture.
Appropriates funds as a grant to the Hawaiian International Billfish Association for the purpose of conducting the 58th Annual Hawaiian International Billfish Tournament.
Establishes the Hawaii tax credit scholarship program to benefit students with disabilities by providing scholarships to cover transportation costs and any other educational fees associated with a student attending a public school that is not in the service area where the student resides or a nonpublic special education school or program. Establishes eligibility criteria for students to apply for the scholarship program, responsibilities of the department of taxation and department of education, and eligibility criteria for nonprofit scholarship-funding organizations. Applies to tax years beginning after 12/31/17.
Establishes a conservation fee of $20 per person for any length of continuous stay at a hotel or condominium, to be deposited into the special land and development fund.
Prohibits electric utilities from installing power connections or transferring accounts or services without owner or occupant consent.
Clarifies the obligation between the seller and purchaser to pay use taxes. Clarifies definitions of "representation", "seller", and "use" to include online and internet sales.
Permits the installation of clotheslines in any residential dwelling, apartment, condominium, or townhouse, under certain conditions. Defines a reasonable restriction on the placement and use of clotheslines as any restriction that is necessary to protect public health and safety, buildings from damage, historic or aesthetic values, or shorelines under certain circumstances.
