Restricts the use of general obligation or revenue bond proceeds to pay for the unfunded pension or other post-employment benefit liabilities accrued for state employees or retirees, by requiring a two-thirds majority vote of each house of the legislature to enact legislation that authorizes the use of bond proceeds for such purposes. Clarifies that failure to register a firearm within the required time period does not relieve the owner of the duty to register the firearm. Allows the owner of an unregistered firearm to register the firearm thereafter without penalty. Takes effect on 1/7/2059. (SD2)
Grants county agencies the implicit right to enter property to investigate agricultural buildings and structures for violations of and compliance with building code exemption qualifications. (SD1)
Allows the minutes at public agency meetings to be kept by written or recorded by analog or digital means. If the minutes are recorded, requires that a written summary accompany minutes, and that the written summary include any significant actions taken by the board, including motions and votes made by the board. Requires recorded minutes to be available within ten days after the board meeting, with certain exceptions. Requires the board to maintain reasonable care of any original or duplicate recordings of minutes that are recorded by analog or digital means. Takes effect on July 1, 2050. (SD2)
Deletes the sunset provision for Act 139, Session Laws of Hawaii 2012, to make permanent provisions of the Act regarding pretrial risk assessments and parole.
Proposes a constitutional amendment to allow individuals who are seventeen years of age but will be eighteen years of age on or before the next state or local general election to vote at the state or local primary election immediately preceding the state or local general election by which the citizen will attain the age of eighteen.
Prohibits the issuance of new building permits unless it is established that the building will be furnished with equipment that allows for the collection and future use of gray water. Provides for exemptions. Takes effect on 1/1/2020. (SD1)
Amends sections of title 31, Hawaii Revised Statutes, including the Administrative Process for Child Support Enforcement and the Uniform Child-Custody Jurisdiction and Enforcement Act, to allow for service by publication or by any other manner that is reasonably calculated to give the party actual notice of proceedings and an opportunity to be heard when respondents cannot be located or personally served in all family court proceedings.
