RELATING TO AGRICULTURAL LANDS.

Requires an owner or occupier of agricultural land to notify the Land Use Commission of the agricultural uses for which land was subdivided. Grants the Commission enforcement authority over conditions, restrictions, uses, and subdivision of agricultural lands, including the right to enter and inspect lands, issue orders, and impose fines or liens for violations. RELATING TO TEACHER INCENTIVES.

Clarifies that funds for bonuses required by statute or collective bargaining shall not be paid out of a charter school's facilities funding or per-pupil funds. Requires, beginning with fiscal year 2018-2019, that such bonuses be separate line items in the budget. Appropriates funds for teacher bonuses for hard-to-fill placement incentives and National Board certified teacher incentives for charter school teachers. (SB199 HD1)

RELATING TO RECORDS MANAGEMENT.

Requires the department of education to set a standard for retention of student records, including in electronic format, of not less than one hundred years. Allows the department of education to partner with the Hawaii correctional industries program to establish a three-year student records modernization pilot project. (SB1100 HD1)

RELATING TO DOMESTIC VIOLENCE.

Specifies that citizen complaints against a police officer that involve allegations of domestic violence against a family or household member on the part of the police officer shall not be required to be in writing or sworn to by the complainant. (SB519 HD1)

RELATING TO EDUCATION.

Requires the DOE, in collaboration and consultation with DBEDT, DLIR, and UH, to develop and implement a K-12 curriculum to career pipeline initiative to ensure that the State's public school students are adequately trained and prepared to enter the State's workforce upon graduation from high school. RELATING TO CHILD VISITATION.

Requires a finding that denial of reasonable grandparent visitation rights would cause significant harm to the child as a condition of awarding grandparent visitation rights. Clarifies procedures for an order awarding reasonable grandparent visitation rights. Specifies that a violation of the terms and conditions of such an order is punishable as contempt of court. RELATING TO HAWAII FOOD RESILIENCY.
