Permits charter tour operators to maintain client trust accounts in a federally insured financial institution outside the State; provided that the charter tour operator agrees to allow the Department of Commerce and Consumer Affairs to access the tour operator's financial records related to client trust accounts through the financial institution. Establishes the R.E.A.C.H (Resources for Enrichment, Athletics, Culture, and Health) Program in the Department of Education (DOE) to provide a standardized framework and funding for after-school programs in public middle and intermediate schools. Requires the DOE to submit a report to the Legislature. Establishes the R.E.A.C.H. Special Fund to supplement the costs of administering and operating the R.E.A.C.H. Program. (SB500 HD1)
Formally establishes the Hawaii Keiki: Healthy and Ready to Learn program and special fund within the Department of Education. Appropriates funds for positions and a vision screening and eye assessment tool, and to implement, expand, and sustain the program. (SB510 HD2)

Establishes a Workforce Readiness Program within the Department of Education to allow students to graduate from an extended high school enrollment with a high school diploma and an industry-recognized associate's degree. Appropriates moneys to develop and implement the program. (SB298 HD2)
Expands the Hawaiian Language College's functions. Authorizes a Hawaiian language medium general education coursework pilot project. Supports the development of an implementation plan for Hawaiian language instruction throughout the University of Hawaii System. Requires the University of Hawaii to report to the Legislature each year with information about efforts to implement education taught through the Hawaiian language. (SB848 HD2)
Establishes an exemption from the prohibition against using election campaign funds to make charitable donations or to award scholarships during the period from the filing of nomination papers to the date of the general election, for candidates who are already declared elected to office after running unopposed in an election or who would be unopposed in the general election. Takes effect on 1/7/2059. (SD1)
Removes the one-year residency requirement for all appointed officers who are department heads and deputies or assistants to a department head. (SB1298 HD1)
Establishes the University of Hawaii Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at any campus of the University of Hawaii system or any community college campus. Appropriates funds to establish and implement the program. (SB1162 HD1)
