RELATING TO ELECTRICIANS.

Requires supervising electricians, as a condition of licensure, to submit satisfactory evidence of completed training on the most recent edition of the National Fire Protection Association's NFPA 70E: Standard for Electrical Safety in the Workplace.

RELATING TO HOUSING.

RELATING TO HUMAN SERVICES.

Requires operators of child care facilities, including family child care homes, group child care centers, and group child care homes, and infant and toddler child care centers that care for children one year of age or younger to implement and maintain safe sleep policies to prevent sudden unexpected infant deaths and sudden infant death syndrome in accordance with rules adopted by the Department of Human Services.

RELATING TO BUSINESS REGISTRATION.

Exempts veterans who are establishing certain new business entities in this State or registering for a trade name from all registration fees for a period of four years from the filing date of the business entity or trade name registration.

RELATING TO EDUCATION.

Requires the DOE, in collaboration and consultation with DBEDT, DLIR, and UH, to develop and implement a K-12 curriculum to career pipeline initiative to ensure that the State's public school students are adequately trained and prepared to enter the State's workforce upon graduation from high school. RELATING TO NON-DISCRETIONARY COSTS.

Requires the Department of Budget and Finance to submit to the Legislature before the 2019 regular session a report with estimates for fiscal year 2018-2019 and fiscal year 2019-2020 of general fund appropriations and expenditures for non-discretionary costs. Requires the Director of Finance to recommend whether the information should be provided annually after 2019. (CD1)

RELATING TO THE HAWAII ASSOCIATION OF CONSERVATION DISTRICTS.

Makes an appropriation from the special land and development fund to the Department of Land and Natural Resources for the operational expenses and staffing costs of the Hawaii Association of Conservation Districts. (CD1)

RELATING TO THE HOUSING CHOICE VOUCHER PROGRAM.

Prohibits any county from disqualifying a legal nonconforming dwelling unit from the Housing Choice Voucher Program if the unit meets zoning and building code requirements and other program standards such as health and safety standards. (CD1)

Requires all limited service pregnancy centers to disclose the availability of and enrollment information for reproductive health services. Defines limited service pregnancy center.
