RELATING TO TRANSIT ORIENTED DEVELOPMENT COMMUNITY DEVELOPMENT DISTRICTS.

Establishes transit oriented development community development districts. Authorizes the Hawaii community development authority to plan and develop infrastructure capacity at each of the transit stations established as transit oriented development community districts. Requires the authority to plan and develop infrastructure for state owned land surrounding one of the following rail stations: Aloha stadium, Kalihi, Iwilei, or leeward community college. Allows the authority to enter into public private partnerships.

RELATING TO RESEARCH ACTIVITIES.

Provides that, notwithstanding provisions of the Internal Revenue Code to the contrary, the amount of the state tax credit for research activities shall be calculated based on all qualified research expenses for the taxable year. Appropriates funds for a compliance specialist position within DOTAX to assist with administration of the tax credit.

RELATING TO A YOUTH ADVISORY COMMISSION.

Establishes a youth advisory commission within the office of youth services to advise the governor and legislature on issues relating to youth. Appropriates funds. (SD1)

RELATING TO COUNTY VEHICULAR TAXES.

Allows the owner of a vehicle to receive a refund for a proportional amount of the annual tax paid if certain conditions are met. Specifies that the owner of a vehicle who pays the annual registration tax shall not be required to pay the tax again on a subsequent vehicle acquired within the annual tax period if the owner transfers the same number plate to the subsequent vehicle. Imposes a fee of $20 for the transfer of the plates.

RELATING TO USE TAX.

Clarifies the obligation between the seller and purchaser to pay use taxes. Clarifies definitions of "representation", "seller", and "use" to include online and internet sales.

RELATING TO DISASTER RELIEF.

Allows, in cases where the Department of Education directly expends its own funds for disaster relief to be directly credited with any federal disaster relief reimbursement. Clarifies that the Department of Education may carry over funds received as disaster relief appropriation or reimbursement. (SD1)

RELATING TO ENERGY.

Establishes and appropriates funds for an alternative energy research and development pilot program that authorizes the high technology development corporation to provide matching grants of up to fifty per cent to Hawaii awardees of alternative energy research grants from the Office of Naval Research.

RELATING TO HEALTH.

Appropriates funds as a grant to the Waianae Coast Comprehensive Health Center for operation of its twenty-four-hour emergency room. Requires funds necessary for the operation of Waianae Coast Comprehensive Health Center's twenty-four-hour emergency services to be included in the department of health's base budget beginning with the 2018-2019 fiscal year.
