RELATING TO INTIMATE PARTNER VIOLENCE.

Requires barber, beauty operator, and instructor licensees under the board of barbering and cosmetology to complete a one-time, three-hour training program on intimate partner violence awareness and education. Takes effect on 1/7/2059. (SD2)

RELATING TO CESSPOOLS.

Allows the tax credit for cesspool upgrade, conversion, or connection for taxpayers who upgrade a qualified cesspool to a wastewater system that includes a composting toilet.

RELATING TO HOUSING.

Authorizes the issuance of general obligation funds for rental housing, mixed-use affordable rental housing, a multi-use juvenile services and shelter center, and public housing. Appropriates funds for public housing security improvements, renovation, and repairs.

RELATING TO HOUSING.

Requires the strategic plan developed by the Hawaii Interagency Council for Transit-oriented Development to require that every development or redevelopment plan for any state property within one-half mile of the Honolulu rail transit system evaluate the suitability for affordable housing based on certain specifications, unless the council determines that housing is not feasible or desirable on a particular property. Allows a developer to build fewer housing units than required at one state parcel if the developer builds additional housing at another state parcel within one-half mile of a rail station to offset the reduction. RELATING TO OXYBENZONE.

Prohibits the sale, offering for sale, or distribution of any sunscreen containing oxybenzone in the State, unless the sunscreen label contains a warning that the use of oxybenzone in nearshore waters poses serious hazards to coral and reef health.

RELATING TO HOUSING.

Authorizes the issuance of general obligation bonds for construction and infrastructure development projects to provide affordable housing units for middle class and low income residents. Allows moneys from the conveyance tax and the county surcharge on state tax to be used to repay the bonds.

RELATING TO THE STATEWIDE TRAFFIC CODE.

Prohibits certain large vehicles of more than 10,000 pounds from being driven on the far left lane of any roadway having three or more lanes, with certain exceptions. Establishes a fifty-five mile per hour speed limit for trucks having a gross vehicle weight rating in excess of 10,000 pounds.
