RELATING TO IMPROVING ACCESS TO PSYCHIATRIC CARE FOR MEDICAID PATIENTS.

Specifies that coverage for telehealth under the State's medicaid managed care and fee-for-service programs includes psychiatric services provided by a collaborative care team consisting of a primary care provider, a behavioral health care manager who is present in the primary care provider's office, and a psychiatric consultant whose services may be delivered through telehealth. RELATING TO HISTORIC PRESERVATION.

Requires the department of land and natural resources to place markers in the State to indicate significant sites in the life of President Barack Obama. Appropriates funds. (SD1)

RELATING TO HEALTH CARE-ASSOCIATED INFECTION.

Requires the department of health to create and maintain an online information portal making available to the public by January 1, 2018, the information published annually in the Healthcare-Associated Infections in Hawaii report. Requires the department to update the portal annually.

RELATING TO EMERGENCY MANAGEMENT.

Creates the Civilian Unmanned Aerial Systems Volunteer Corps as part of the Hawaii Emergency Management Agency to assist the state or counties when there is a need for disaster relief.

RELATING TO EDUCATION.

Requires the department of education to develop and implement a state plan for computer science education in all public schools. Requires public intermediate, middle, and high schools to offer computer science courses for grades six through twelve. Allows applicants to the University of Hawaii to substitute computer science courses for other admission requirements.

RELATING TO GENETIC ENGINEERING.

Prohibits the planting of a genetically engineered seed or plant part in an open field. Allows the chairperson of the board of agriculture to grant an exception where such planting is done in a controlled environment.

RELATING TO RENEWABLE ENERGY.

Requires the governor, DBEDT, and the Hawaii state energy office to develop a strategic plan that outlines benchmarks to achieve a one hundred per cent renewable energy portfolio standard. Requires DBEDT to submit the strategic plan to the legislature no later than twenty days prior to the convening of the regular session of 2018.

RELATING TO VEGETABLE OIL ENERGY.

Requires the department of business, economic development, and tourism to conduct a feasibility study on the viability of an integrated, multi-crop production system for palm-based vegetable oil for producing raw vegetable oil that can be refined into biofuel and to submit a report on the department's findings and recommendations to the legislature. Appropriates funds.
