RELATING TO CHILD WELFARE SERVICES.

Establishes a Child Welfare Services Task Force to review the Child Welfare Services Branch of the Department of Human Services and examine best practices that will help to improve child care safety through the Branch. Requires report to Legislature. Effective 7/1/2050. (SD2)

RELATING TO SALES OF TOBACCO.

Prohibits a business from seeking a new retail tobacco permit or renewal of an existing permit if the place of business is located within 750 feet of a preschool, school, or public playground. Beginning January 1, 2020, prohibits the sale of tobacco products and electronic smoking devices by businesses that are located within 750 feet of a preschool, school, or public playground. Codifies the Department of Taxation's administrative rule specifying when the Department may suspend, revoke, or decline to renew a retail tobacco permit. Effective 7/1/2050. (SD2)

RELATING TO ADDRESS CONFIDENTIALITY.

Appropriates funds for two full-time equivalent (2.0 FTE) positions, operating costs, and equipment to support the Attorney General's Hawaii Criminal Justice Data Center in administering the Address Confidentiality Program. Effective 7/1/2050. (SD2)

MAKING AN APPROPRIATION FOR THE DEPARTMENT OF EDUCATION TO STUDY THE FEASIBILITY OF COMBINING THE RESOURCES AND ORGANIZATION OF THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES WITH THE DEPARTMENT OF EDUCATION ON THE ISLANDS OF KAUAI, MAUI, MOLOKAI, LANAI, AND HAWAII ISLAND.

Appropriates funds for the Department of Education to determine the feasibility of combining the resources and organization of the Department of Accounting and General Services with the Department of Education on the islands of Kauai, Maui, Molokai, Lanai, and Hawaii island. RELATING TO AGRICULTURAL LANDS.

Requires an owner or occupier of agricultural land to notify the Land Use Commission of the agricultural uses for which land was subdivided. Grants the Commission enforcement authority over conditions, restrictions, uses, and subdivision of agricultural lands, including the right to enter and inspect lands, issue orders, and impose fines or liens for violations. RELATING TO HOUSING ON HAWAIIAN HOME LANDS.

Authorizes the use of the Hawaiian Home Loan Fund and Hawaiian Home General Loan Fund to assist qualifying lessees purchasing or leasing micro housing units on approved Hawaiian home lands. Effective 7/1/2050. (SD2)
