Establishes the hike safe card program and search and rescue special fund to be administered by the Department of Land and Natural Resources. Requires government entities to seek reimbursement for all or a portion of search or rescue expenses when the person or entity knowingly enters state, county, or private property, knowingly enters a hiking trail that is closed to the public, or violates applicable laws, provided that the closure is posted by sign, barricade, or other device that gives reasonable notice of the closure. Exempts persons who possess a hike safe card from search and rescue cost reimbursement, under certain conditions. Requires counties and the State Fire Council to adopt ordinances or rules as necessary to pursue reimbursements. Raises the penalty for criminal trespass from a petty misdemeanor to a misdemeanor. Declares that the general fund expenditure is exceeded. Makes an appropriation.

Requires a wastewater treatment plant to test sewage sludge and any other residual material for the presence of perfluoroalkyl and polyfluoroalkyl substances. Requires the Department of Health to adopt administrative rules for the safe disposal and sequestration of sewage sludge and other residual material that contain any amount of perfluoroalkyl and polyfluoroalkyl substances. Prohibits the issuance or renewal of permits if testing yields perfluoroalkyl and polyfluoroalkyl substances in sewage sludge or other residual material on land used for agronomic purposes, on land where drainage tiles have been installed, on land that drains into waters of the State, or land in a five hundred-year floodplain.
Requires the Department of Land and Natural Resources to amend the definition of "lineal descent", in HAR, to allow applicants to better claim lineal descent status to remains found at burial sites.

Beginning with the 2025-2026 school year, requires the Department of Education to include the teaching of financial literacy in grades nine through twelve. Requires students in grades nine through twelve to complete one course in financial literacy before graduation. Requires the Board of Education to provide professional development to teachers who are teaching financial literacy courses. Requires the Board of Education to adopt administrative rules to implement financial literacy education curriculum and regularly review the financial literacy curricula plan. Authorizes the Board of Education to consult with other state and county agencies, private entities, and nonprofit organizations to disseminate information on financial literacy education resources.
Requires the University of Hawaiʻi to provide menstrual products free of charge to all students on all campuses, including community colleges and education centers.
Requires the State Historic Preservation Division of the Department of Land and Natural Resources to compile a list of approved archaeologists to ensure the quality and integrity of archaeological services contracted by developers. Specifies information to be included in an archaeological inventory survey.
Requires the State Building Codes to incorporate the International Green Construction Code. Sets specified targets for the recycling, reuse, donation, and resale of nonhazardous construction waste.
Expands the housing powers of the counties to include the planning, development, construction, financing, and providing of housing projects, including low- and moderate-income housing and mixed-use developments.
Establishes the position of the State Fire Marshal. Authorizes the State Fire Marshal to employ seven fire enforcement officers to issue citations to and remove persons creating fire risks on state lands. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
