RELATING TO CONDOMINIUMS.

Amends the requirements for a condominium association's standard proxy form by deleting the option for a condominium owner to give the proxy to the board as a whole.

RELATING TO UNDERGROUND STORAGE TANKS.

Requires, on or before 9/1/2019, that the department of health adopt rules for underground storage tanks and tank systems to conform with certain federal regulations and that include additional requirements for field-constructed underground storage tanks and tank systems.

RELATING TO MENTAL HEALTH.

Authorizes mental health professionals who are enrolled in an accredited training program or have completed all licensing requirements except for experience hours or the licensing examination, or both, and are under the supervision of a licensed mental health professional, to provide minor-initiated mental health treatment or counseling services without the consent of the minor's parent or legal guardian. RELATING TO HEALTH.

Ensures access to information about multiple midwifery pathways. Requires birth practitioners to provide all pertinent birth education information and materials in a manner that is comprehensible by the consumer.

RELATING TO OCEANFRONT PROPERTY TRANSACTIONS.

Requires a purchaser or transferee to execute an oceanfront purchaser statement with every sale or transfer of oceanfront real estate. Requires the statement to be recorded with the bureau of conveyances. Establishes mandatory provisions for every oceanfront purchaser statement.

RELATING TO FLUORIDATION.

Requires suppliers of public water with one thousand or more service connections to fluoridate public water systems. Requires the department of health to reimburse suppliers of public water for initial capital expenses incurred for fluoridating public water systems, provide suppliers of public water with technical assistance and training, and, with the cooperation of the suppliers of public water, submit a report to the legislature regarding the implementation of fluoridating the public water systems.
