RELATING TO CIVIC EDUCATION.

Adds the promotion of civics learning in the K-12 curriculum to the education objective and policies for sociocultural advancement. Adds the development of resources and programs for civic education in the K-12 curriculum as a priority guideline to promote quality education.

RELATING TO ACTIVE AGING.

RELATING TO TAXATION.

Amends the formula for the amount of transient accommodations tax to be collected from time shares by increasing the base on which time share occupancy is taxed from one-half of the gross daily maintenance fees paid by the owner and attributable to the time share unit to an amount equal to all of those fees. Effective 1/1/2020. (SD2)

RELATING TO CANNABIS FOR MEDICAL USE.

Requires the Department of Health to convene a working group to develop a universal symbol, quality control procedures with a focus on a retail product recall system, and standards, regulations, and protocols for the manufacture and sale of edible medical cannabis products. Requires report to the legislature. (SD1)

RELATING TO FLAVORED TOBACCO PRODUCTS.

Bans the sale of flavored tobacco products except for menthol or mentholated products. Prohibits mislabeling of e-liquid products containing nicotine. Establishes fines and penalties for violations. (SB1009 HD2)

RELATING TO A MUTUAL ASSISTANCE AGREEMENT.

Authorizes the State to enter into a mutual assistance agreement with an out-of-state utility or other energy provider in order to restore power and utility service to the State, without regard to any regulatory law, in times of an emergency or natural disaster. Effective 7/1/2050. (SD2)

RELATING TO RENTAL HOUSING.

Amends Act 127, Session Laws of Hawaii 2016, to clarify the duties of the Special Action Team on Affordable Rental Housing and add additional members to the Special Action Team for the purpose of addressing issues related to extremely low-income household needs. Makes an appropriation.

RELATING TO COUNTIES.

Amends the distribution of the transient accommodations tax by changing the amount distributed to the counties from a fixed sum to a percentage of the revenues collected. Ties the amount of revenue distributed to the tourism special fund to the Honolulu region consumer price index or a successor index.
