RELATING TO EDUCATION.

Allows the Department of Education to provide sexual abuse and sex trafficking prevention training to certain staff. RELATING TO AGRICULTURAL LANDS.

Requires an owner or occupier of agricultural land to notify the Land Use Commission of the agricultural uses for which land was subdivided. Grants the Commission enforcement authority over conditions, restrictions, uses, and subdivision of agricultural lands, including the right to enter and inspect lands, issue orders, and impose fines or liens for violations. PROPOSING AN AMENDMENT TO ARTICLE X, SECTION 6, OF THE HAWAII STATE CONSTITUTION, TO MODIFY THE APPOINTMENT PROCESS FOR THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII.

Proposes an amendment to article X, section 6, of the Hawaii State Constitution to repeal the requirement that the Governor make appointments to the University of Hawaii Board of Regents from pools of qualified candidates presented to the Governor by the Candidate Advisory Council for the University of Hawaii Board of Regents. RELATING TO EDUCATION.

Requires a public school that has a career and technical education program to review all geographic exceptions applications and make a determination whether to allow students to enroll in career and technical education programs in schools outside the Department of Education service area in which the student resides. RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Changes the maximum amount of public funds available to each candidate running for the Office of State Senator, State Representative, County Council, and the Board of Trustees of the Office of Hawaiian Affairs to an unspecified per cent of the expenditure limit established for each election. Amends the amount each Office of Hawaiian Affairs candidate must raise in order to qualify for public funds. (SB728 HD2)
