RELATING TO TAXATION.

Extends the period in which a county may adopt an ordinance to establish a surcharge on state tax, under certain conditions, from 3/31/2019 to 12/31/2019. (SD1)

RELATING TO FIREWORKS.

Allows law enforcement agencies to safely dispose of confiscated fireworks except for a sample that is retained for evidentiary purposes. Authorizes the court to establish a step-up fine based on the amount of fireworks confiscated and to impose a disposal fine to reimburse law enforcement agencies for the costs of safely disposing of confiscated fireworks. Establishes that each type of fireworks unlawfully imported, purchased, possessed, ignited, or discharged constitutes a separate offense. Appropriates funds as a grant to the Honolulu Police Department for a secure container in which to store confiscated fireworks.

RELATING TO ON-SITE EARLY CHILDHOOD FACILITIES.

Establishes an income tax credit for employers who create on-site early childhood facilities. Establishes and appropriates funds for 1.0 FTE on-site early childhood facility coordinator position. Applies to taxable years beginning after 12/31/2019.

RELATING TO HUMAN TRAFFICKING.

Requires the State Commission on the Status of Women to establish a statewide training program on the state human trafficking laws for criminal justice personnel.

RELATING TO COMMUNITY MEETINGS.

Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions. Takes effect on 7/1/2050. (SD1)

RELATING TO TRAILS.

Requires government entities that engage in search and rescue operations to seek reimbursement when the rescued person required search and rescue efforts because that person acted in disregard of that person's safety, including intentionally disregarding a warning or notice. Increases the penalty for unlawfully entering or remaining on a trail that has been closed to the public.

RELATING TO COMPUTER SCIENCE PROFESSIONAL DEVELOPMENT.

RELATING TO THE KANEOHE BAY REGIONAL COUNCIL.

Requires the Department of Land and Natural Resources to provide administrative support to the Kaneohe Bay regional council. Requires that the chairperson be selected by the members on an annual and rotating basis. Requires the council to meet quarterly. Appropriates moneys to the Department for a 0.5 FTE staff position to assist the council during meetings. Effective 12/31/2050. (SD2)

RELATING TO TEACHER RENTAL HOUSING.

Authorizes HHFDC to assist DOE in developing teacher housing projects and contract or sponsor with any state department or agency. Appropriates funds for deposit into the Dwelling Unit Revolving Fund. Requires DOE to lease land and contract with private entities for the development, management, maintenance, or revitalization of teacher housing. Permits DOE to lease teacher housing to other eligible tenants if occupancy of teacher housing falls below 95 per cent. (SB387 HD1)

RELATING TO STATE BOARDS AND COMMISSIONS.

Clarifies that any member of a state board or commission whose nomination for appointment or reappointment is withdrawn for cause by the governor prior to the senate's advice and consent action shall be considered disqualified, and in the case of the nomination for reappointment, the member shall be ineligible to continue to serve as a holdover member beyond the member's most recent term of appointment. Effective 7/1/2050. (SD2)
