RELATING TO HARASSMENT.

RELATING TO EDUCATION.

Clarifies the Department of Education's authority to oversee public education facilities and real estate development. Establishes the Office of Facilities and Real Estate Development and the Office of School Operations and Services. Repeals the School Facilities Authority. Makes conforming amendments. RELATING TO MENSTRUAL PRODUCTS.

Requires the Department of Accounting and General Services to provide menstrual products at no cost in specified restrooms in public buildings maintained by the department. (SD2)

RELATING TO LAND LEASES.

Prohibits the State from leasing any public lands, or extending the lease of any public lands, to any individual, corporation, or federal agency that is in arrears in the payment of certain moneys to the State, noncompliant with a consent decree or memoranda of agreement with the State that requires environmental maintenance or remediation with regard to the subject public lands, or convicted of a crime. Requires certification by the Office of the Governor before the issuance or extension of any federal lease that the individual, corporation, or federal agency is in good standing with the State. Provides that, if any existing lessee of public lands is found not to be in good standing with the State as of the effective date of this Act, the lessee shall have three years, or until the end of the lease term, whichever is sooner, to correct the violation or the lease shall be terminated. Takes effect 7/1/2050. (SD1)

RELATING TO SPECIAL COUNSEL.

Allows the Attorney General to appoint a special counsel to assume the Attorney General's powers and responsibilities over an investigation of a person or matter when the investigation or prosecution of, or any other legal or administrative action against the person or matter by the Department of the Attorney General, may present a conflict of interest. Effective 7/1/2050. (SD1)

RELATING TO CAPITAL IMPROVEMENT PROJECTS.

Requires the Department of Accounting and General Services to develop or license cloud-based software for use by each state department or agency to track the status of its capital improvement projects and provide training for the software. Requires each department or agency to use the software to track the status of its capital improvement projects. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. Takes effect 7/1/2050. (SD1)

RELATING TO ELECTRIC VEHICLE CHARGING SYSTEMS.

Removes the exemption that allowed owners of multiple parking facilities within the State to designate and electrify fewer parking spaces than required in one or more of the properties if the requirement for the total number of aggregate spaces on all of their owned properties was met. Authorizes the counties to adopt ordinances to regulate electric vehicle charging systems for places of public accommodation with fewer than one hundred parking spaces. Requires the Clean Ground Transportation Working Group to develop plans for public electric vehicle charging stations on each neighbor island and develop an expedited permitting process for electric vehicle charges and related supporting infrastructure. Requires a report to the Legislature and counties. (SD1)
