Establishes a statewide program modeled after the Hawaii's Opportunity Probation with Enforcement (HOPE) program that was implemented in the City and County of Honolulu from 2004 through 2019. Requires the Judiciary to administer the program.

Amends the income tax credit for expenses for household and dependent care services necessary for gainful employment by increasing the taxpayer's applicable percentage of employment-related expenses and dollar limit on amounts creditable that constitute the tax credit. Requires the department of taxation to make annual adjustments for inflation to the adjusted gross income thresholds and dollar limits on amounts creditable. Applies to taxable years beginning after 12/31/22.
Requires the Board of Psychology to establish a pilot program to grant prescriptive authority to qualified psychologist applicants statewide. Repeals on 8/31/2028.
Beginning with policies issued on or after 1/1/2024, requires health insurance policies to cover oocyte cryopreservation in certain circumstances. Removes the one-time benefit limitation for in vitro fertilization, and requires the insured or the insured's dependent spouse to have a history of infertility of at least two years' duration rather than five years'.
Clarifies the definition of "imminent harm". Requires police officers to comply with exigency requirements when removing a child from the child's home and to promptly submit a police report documenting specific, articulable evidence of imminent harm to the child that warranted the child's immediate removal. Requires the State to provide written notice to a parent of the parent's rights when conducting an investigation of reported child abuse or neglect. Requires police officers to have parental consent, a court order, or evidence of exigent circumstances, when interviewing a child at school or removing the child to protective custody to complete an investigation.
Prohibits camping in public areas that are not designated as camping locations by the State or a county. Allows the court to order participation in homeless services in lieu of prosecution or sentencing. Requires the Governor to establish safe zones for homeless persons. Makes appropriations.
