Prohibits lessees who sell or transfer land from obtaining subsequent leases of the same class of land, except if the lease is acquired pursuant to section 209 of the Hawaiian Homes Commission Act, 1920, as amended, if the only prior lease interest held by the lessee was an interest held with co-lessees, or if there is another circumstance qualifying as an exception set forth in administrative rules. Establishes a senior citizen higher education access pilot program at the University of Hawai‘i at Hilo. Requires a report to the Legislature before the Regular Session of 2024. Repeals June 30, 2024. (SD1)

Specifies certain felonies and conditions that will preclude employment, and other felonies and conditions that may preclude employment, at a medical cannabis dispensary. Takes effect on 7/1/2050. (SD1)

Establishes the education special fund and allocates twenty-five per cent of the general excise tax revenue to be deposited into the education special fund to fund public education. Appropriates moneys out of the education special fund. (SD1)

Prohibits smoking in a motor vehicle in which a person under the age of eighteen is present. Requires the department of health to report on the enforceability of this Act and coordination of related data collection activities of the respective law enforcement agencies.

Limits the Research Corporation of the University of Hawaii's exemption from the procurement code for advertising for bids and purchases to be made in Hawaii to research, training, and development related contracts and projects that obtain federal or state grants and requires that all federal and state grants, contracts, and projects adhere to all federal procurement laws and regulations. Places restrictions on the ability of financial institutions to sell residential mortgage loans to other financial institutions. Defines "residential mortgage loans" as any loan primarily for personal, family, or household use that is secured by a mortgage, deed of trust, or other equivalent consensual security interest on a dwelling or residential real estate upon which is constructed or intended to be constructed a dwelling, and includes refinancings, reverse mortgages, home equity lines of credit, and other first and additional lien loans that meet the qualifications of the definition.

Establishes the Lipoa point management special fund for the management of the Lipoa point area and educate visitors on how funding is used for the management of the Lipoa point area. Appropriates funds into and out of the Lipoa point management special fund. (SD1)

Establishes a rental motor vehicle surcharge dedicated to road improvements in the county in which the funds are generated.

Requires the executive office on aging to biennially update the state plan on Alzheimer's disease and related dementias, and to include information on progress made toward the goals of the state plan on Alzheimer's disease and related dementias in its annual report to the legislature. Appropriates funds. (SD1)
