RELATING TO TECHNOLOGY DEVELOPMENT.

Part I: Appropriates funds for grants to participants in software application challenges so that the proofs of concept created during the challenges can be developed into prototypes suitable for local and state government. Part II: Requires the Department of Business, Economic Development and Tourism to conduct a comprehensive review of the 2016-2020 Hawaii Statewide Comprehensive Economic Development Strategy and develop regional economic plans. RELATING TO MEDICAL COVERAGE.

Expedites workers' compensation claims by firefighters by requiring the injured firefighter's private insurance to pay the costs of a controverted claim, subject to reimbursement upon a later finding that the claim is compensable. Requires reimbursement of up to 137 percent of the Medicare reimbursement rate for claims for certain specified types of cancer. (SB2660 HD1)

RELATING TO COLLECTIVE BARGAINING.

Standardizes service requirements for all Hawaii Labor Relations Board decisions and orders. Extends the time to hold a hearing on a complaint. Repeals the requirements for audit and Board approval of witness fees. Establishes a Collective Bargaining Dispute Resolution Special Fund. Appropriates funds to hire an attorney and chief clerk for HLRB. (SB2366 HD1)

RELATING TO STATE LIBRARY SYSTEM.

Specifies that unclaimed funds of $10 or less in the Unclaimed Property Trust Fund, upon the expiration of the ten-year time limitation on claiming the funds, shall be transferred to the Libraries Special Fund. Increases the threshold for claims for funds from the Unclaimed Property Fund that are subject to the ten-year expiration period, from $100 to $250. (SB2921 HD1)

RELATING TO CONDOMINIUMS.

Expands the scope of the condominium education trust fund to cover voluntary binding arbitration between interested parties. Amends the conditions that mandate mediation and exceptions to mandatory mediation. Makes conforming amendments. Sunsets on July 1, 2020. (SB2060 HD1)

RELATING TO CHILD WELFARE SERVICES.

Appropriates funds for the Department of Human Services (DHS) to establish a five-year pilot program in the east Hawaii child welfare services section in Hawaii County that limits the number of children per child welfare services caseworker to no more than twenty. Appropriates funds for additional case managers and support staff for the pilot program. Requires DHS to submit report to the Legislature. (SB2276 HD1)

RELATING TO NATUROPATHIC MEDICINE.

Authorizes a naturopathic physician to prescribe and administer testosterone that is consistent with naturopathic medical practice. Clarifies that narcotic drugs and controlled substances, other than testosterone, shall not be included within the naturopathic formulary. Effective July 1, 2035. (SD2)

RELATING TO UTILITY POLES.

Requests immediate, favorable action by the public utilities commission once applications for new joint pole agreements have been submitted. Requires a report from the public utilities commission once the new joint pole agreements have been approved. Requires progress reports to the legislature regarding the removal and replacement of double poles. (SD1)

RELATING TO MOTOR VEHICLES.

Assesses a $10 motor vehicle importation fee for each motor vehicle that is imported into the State, due to the county that is the final destination of the vehicle. Provides that revenue from the motor vehicle importation fee shall be expended for the disposal of abandoned vehicles. (SD1)
