Requires the department of land and natural resources to develop a state 2030 natural resources conservation goal action plan and allocates one per cent of the revenues of the transient accommodations tax for deposit into the special land and development fund to be used for the development, submission, and evaluation of progress of the action plan. Authorizes the issuance of general obligation bonds and appropriate funds for the construction of an invertebrate and plant propagation facility and baseyard improvements on Oahu, a predator proof fence on Oahu, and a predator proof fence on Maui.
Appropriates funds for a state civil service position to draft rules that implement and clarify the intent of chapter 195D, Hawaii Revised Statutes, work with applicants for incidental take licenses to develop their projects to minimize and mitigate incidental take of threatened and endangered species to the maximum extent practicable, and effectively track and monitor funds and expenditures related to habitat conservation plans and perform other tasks to benefit the recovery of threatened and endangered species. Repeals provision that imposes petty misdemeanor penalty on the child, and father or mother, guardian, or other person having charge of the child, if the child persists in absenting oneself from school.
Amends the definition of an autocycle to include a three wheeled motor vehicle that has a handlebar and seat belts. Prohibits operators of a motorcycle, including an autocycle, from carrying any package, bundle, or other article if it prevents the operator from keeping both hands on the handlebars or steering wheel.
Establishes the landlord-tenant courts.
Requires the department of human services to implement an earned income disregard program as an intermediate step to implementing a medicaid buy-in program. Requires reports to the legislature. Takes effect upon approval by the Centers for Medicare and Medicaid Services.
Allows consumers to obtain unpasteurized milk by entering into herdshare agreements with producers. (SD1)
