Amends the formula for the amount of transient accommodations tax to be collected from time shares by increasing the base on which time share occupancy is taxed from one-half of the gross daily maintenance fees paid by the owner and attributable to the time share unit to an amount equal to all of those fees. Amends the definition of an autocycle to include a three wheeled motor vehicle that has a handlebar and seat belts. Prohibits operators of a motorcycle, including an autocycle, from carrying any package, bundle, or other article if it prevents the operator from keeping both hands on the handlebars or steering wheel.
Requires health insurance plans to cover 3D mammograms for cancer patients.

Requires that if an application for pardon is not referred to the Director of Public Safety and the Hawaii Paroling Authority by the Governor, then the Governor shall provide public notice and a waiting period of fourteen days shall apply to the granting or refusing of the application for pardon.
