RELATING TO SCHOOL LUNCH REFORM.

Increases the number of days by which students must apply for free or reduced lunch and replenish the student's meal fund. Prohibits serving an alternative meal to students solely for failure to pay within thirty days of the first semester of a school year or thirty days after the student's meal fund account reaches a zero or negative balance. Prohibits a school from publicly identifying or stigmatizing a student who is unable to pay for a school meal. Requires the department of education to use moneys from the special school lunch fund to provide school meals. Appropriates funds into and out of the special school lunch fund. Requires the department of education to report to the Legislature regarding the number of students who are denied meals based on the inability to pay. Effective 7/1/2051. (HD1)

RELATING TO THE STATE BUILDING CODE COUNCIL.

Appropriates funds to establish one full-time equivalent (1.0 FTE) program director position and one full-time equivalent (1.0 FTE) staff member position, and to provide for employee training, materials and supplies, other costs associated with the state building code council, and any costs necessary to establish a full-time office. RELATING TO GRANTS FOR LOCAL RECYCLING FACILITIES.

Requires the office of solid waste management to establish a recycled products manufacturing grant program to support recycled products manufacturers or bioconversion or compositing businesses in the State. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO THE USE OF INTOXICANTS WHILE OPERATING A VEHICLE.

Establishes a state drug and alcohol toxicology testing laboratory special fund, to be administered by the Department of Health. Deposits fines for repeat offenders, habitual offenders, and offenders who operate a vehicle after license and privilege have been suspended or revoked for operating a vehicle under the influence of an intoxicant into the special fund. Effective 7/1/2050. (HD1)
