Expands the definition of "administrative action" in lobbyist law to include granting or denying applications for business or development-related permits, licenses, or approvals. Clarifies that lobbying laws apply to lobbying by the executive branch. Effective 9/1/2021.

Establishes a general excise tax exemption for the gross proceeds or income from the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program or Special Supplemental Nutrition Program for Women, Infants, and Children, regardless of the means of purchase and the program eligibility of the purchaser. Establishes a general excise tax exemption for the gross proceeds or income from the sale of nonprescription drugs.
Authorizes entities having a common interest and purpose to organize as general cooperatives.

Requires the department of agriculture, in consultation with the department of health, to develop and implement a one-time pesticide disposal collection program, for a duration to be determined by the department. Requires the department of agriculture to convene a steering committee to guide and monitor the pesticide disposal collection program. Authorizes department of education teachers to instruct vocation, technical, or career pathway classes without possessing an applicable bachelor's degree. Expands the sources of moneys that may be deposited into the private trade, vocational, and technical school special fund, and the purposes for which the fund may be used. Appropriates moneys.
Requires the Department of Defense, in coordination with the Hawaii Emergency Management Agency, Department of Health, and the Hawaii Technology Development Corporation, to identify and propose an appropriate location for the construction of a state stockpile storage facility to stockpile emergency supplies necessary for responding to natural disasters and pandemics.
